Main Purpose of Job

Under the leadership of the Superintendent, the Frederick Campus Chief Educational Programs Officer provides strategic educational leadership, develops the short-and long-term instruction goals / vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL / English) and culturally relevant instruction for all students at the Frederick Campus. Collaborates with the MSD leadership team members including the Columbia Campus Chief Educational Programs Officer to ensure close alignment of campus resources with school needs, to implement an instructional plan for the school that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement to support students' learning in a bilingual environment. Provides progressive educational leadership, supervision, and evaluation of department principals and supervisors (Family Education / Early Childhood Education, Elementary, Middle School, High School, Career & Technical, Behavior Support and Transition Services) at the Frederick Campus. Reports directly to the Superintendent and consults with the Superintendent on high level needs.

POSITION DUTIES

Provides strategic educational leadership, develops the short- and long-term instruction goals / vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL / English) and culturally relevant instruction for all students at the Frederick Campus.

Plans, coordinates, and supervises the academic / instructional programs at the Frederick Campus in collaboration with the Columbia Campus Chief Educational Programs Officer.

Establishes direction for school improvement efforts by monitoring the progress of school performance, student achievement objectives and academic excellence indicators to align strategies for school improvement; administers multi-tiered system of interventions to improve achievement of students who are not meeting grade-level expectations.

Collaborates with the Director of Curriculum and department principals to ensure the instructional and curriculum resources reflect aligned assessment and accountability measures for student success.

Works with the MSD Leadership Team (MLT) and the Director of Student Support Services to ensure the provision of services and supports that address students' unique needs, including IEP implementation.

In collaboration with other leaders, facilitates the planning, implementation, and evaluation of related professional development activities for instructional staff to ensure a robust, systemic approach that meets student needs.

Collaborates with MLT members to develop and implement school policies, ensures compliance with MSD and Maryland State Department of Education (MSDE) policies, and oversees campus operations, including daily schedules and reporting requirements.

Assists in the development and implementation of the instructional budget based on student needs and school priorities; manages the campus budget as well as recommends and participates in determining necessary capital budget projects in partnership with the Chief Financial Officer / Chief Operating Officer and the Superintendent.

Supervises and evaluates department principals, Behavior Support, the Transition Services Supervisor, and office staff. Collaborates with Human Resources on recruitment and disciplinary matters and resolves staff and student issues as necessary.

Collaborates with other key leaders to maintain a strong partnership between school, student life, athletics and afterschool programs.

Leads the Frederick Campus Administrative Team (FCAT), serves on the MSD Leadership Team (MLT) and Admissions Review Team, and collaborates with other leaders to maintain partnerships between school, student life, athletics, and afterschool programs.

Supports the Department Principals and Supervisors in ensuring the effectiveness of daily school operations including but not limited to student class schedules and teacher assignments, student / faculty rosters, and IEPs / report cards, etc.

Determines school closings, early dismissals, or delays due to inclement weather, oversees transportation coordination with counties, and leads emergency responses as the incident commander.

Engages staff, community stakeholders and families to plan / support school priorities through collaborative opportunities to improve student academic success and overall student experiences.

Performs other duties as assigned by the superintendent.

MINIMUM QUALIFICATIONS

Education : A Master's Degree in School Administration, Education of Deaf students, Education of Deaf students with additional disabilities, or related field.

Maryland State Department of Education Administrator I & II or Principal Certificate required (or the ability to obtain in a specific time).

Experience : Minimum of three years of K-12 classroom teaching experience.

Minimum of three years of supervisory or educational administrative experience in a deaf school / program demonstrating experience and knowledge in curriculum, instruction and special education laws / services.

Must be proficient in American Sign Language and written English. Knowledge of Deaf community required.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with students with additional disabilities.

Five years of supervisory or educational administrative experience in a deaf school / program.

Experience in promoting academic rigor desired.

SPECIAL REQUIREMENTS
