Main Purpose of Job
The Maryland Department of Human Services (DHS) Chief Financial Officer (CFO) will provide strategic financial leadership and fiscal oversight for the agency. As a key member of the DHS executive leadership team, the CFO will lead efforts to manage and optimize the agency's $4 billion-plus annual budget, ensuring effective use of resources to support the mission of promoting the safety, well-being, and economic stability of Marylanders.
The CFO will serve as a trusted advisor to the Secretary of DHS and other senior leaders, providing guidance on financial strategies and management. The CFO will champion excellent customer experience, data-driven decision-making and leading culture change efforts in alignment with the Moore Miller Administration Values. This role requires a leader with demonstrated success in modernizing financial practices, building relationships across stakeholders, and leading change.

POSITION DUTIES
Financial strategy
- Driving long-term financial planning, forecasting, trend analysis and resource allocation to align with our mission.
- Overseeing budget preparation, monitoring, and reporting that ensures transparency and compliance with state and federal requirements.
- Managing accounting, grants, and other financial functions while enhancing operational efficiency.
- Collaborating with the Maryland legislature, Governor’s Office, state agencies, and federal partners to secure funding and support for our mission priorities.
- Leading the Office of Budget and Finance, fostering an ethical and values driven culture of collaboration, accountability, world class customer service, and continuous improvement.
Experience: Twelve years of experience in budget preparation, presentation, and execution.
Notes
- Candidates may substitute a Bachelor’s degree from an accredited college or university on a year-for-year basis for the required experience
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience and education.
The ideal candidate will possess:
- An active Certified Public Accountant (CPA) license or certification.
- Five years of experience working with Financial Management Information System (FMIS) modules (ADPICS and R*STARS).
- Proficient with Google software suite.
- Extensive leadership experience with human service programs which includes responsibility for fund and budget administration, program planning, implementation, and administration.
- Experience and knowledge working collaboratively with community stakeholders and federal agencies.
- Strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
- Annual Leave - ten (10) days of accumulated annual leave per year.
