Main Purpose of Job

This position will provide high level executive support to the Deputy Secretary for the Developmental Disabilities Administration (DDA). This position’s scope is to identify, create, and implement processes and tools to improve coordination across the Department of Health and among other State Agencies, as well as among the DDA Chief Operating Officer, DDA Director of Programs, DDA Director of Federal Programs and Integrity, and the four DDA Regional Office Directors. This position serves to coordinate with stakeholders, establish priorities, and re-direct resources to complete critical projects for the DDA. This position has administrative oversight and authority in the areas of Operations, Policy, Procurement, and Communications. This position additionally supports the Deputy Secretary in political engagement and oversees communication with legislators and the Department of Legislative Services, both during the legislative session and throughout the year.

This position coordinates and has knowledge of priority and routine concerns/issues within DDA. This position represents the Deputy Secretary for DDA at meetings/activities of local, departmental, national/regional state/policy organizations and provides reports and presentations as needed. The position also may represent the Deputy Secretary for mandated committees and/or workgroups, and coordinates meetings as needed.

This position assists the Deputy Secretary and Program Directors on higher level decision making in the effort to provide the best outcomes to service recipients including the development and enforcement of policy, regulations, and standard operating procedures for programmatic operation.

This position is eligible for hybrid telework.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work to include three years of experience in professional health services work to include evaluating, analyzing, researching and developing health care policies, legislation or programs. Two years of this experience must have involved the supervision of other employees.

A Master's degree from an accredited college or university may be substituted for 2 years of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
  • Evaluating, analyzing, researching, and developing health care policies, legislation, or programs
  • Developing and enforcing policy, regulations, and standard operating procedures
  • Personnel management
  • Responding to legislative inquiries
  • Translating complex financial and statistical data into presentations for general audiences, particularly legislators
  • Executive administrative coordination, including scheduling, calendar management, and meeting facilitation
  • Medicaid home and community-based services, including 1915(c) waiver programs
  • Policy and advocacy issues facing the intellectual and developmental disabilities community
