Main Purpose of Job

The position will manage and oversee approximately 21 contracts that the Department of Information Technology currently owns and is responsible for. These contracts support multiple State agencies with critical information technology projects and services. This will encompass the pre-contract procurement activities, the planning and preparing of contract documentation for pre-award, award, and post-award, and then submittal to the Office of State Procurement and Board of Public Works for approval of awards, renewals, and modifications through the full contract life cycle.

POSITION DUTIES

Manage the task order/work order process for the Department’s contracts that require a secondary level of competition.

Monitors performance of contractor resources and systems; check that deliverables are received according to the schedule and meet the contracts' requirements.

Meet with program managers and contractors to resolve conflict and performance issues and, if necessary, establish a corrective action plan.

Follow up on these corrective action plans to ensure the contractor is following through.

Draft operating procedures and templates, create an electric filing system to use, and manage the Department’s contracts.

Prepares contract renewals, modifications, task orders, and work orders.

Provide training and consultation to internal Department’s employees’ personnel regarding contract compliance.

Assist Director, Contract Management, with presentation and briefing materials regarding DoIT’s contracts.

Create, review, and track blanket purchase orders in FMIS in accordance with contract documents. Work with OSP through the procurement and award process for the Department’s procurements.

Prepare Procurement Review Group (PRG) forms for Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) Program goal and Small Business Reserve (SBR) designation documentation for procurements to submit to OSP.

Collaborate and research with agencies and DoIT Portfolio Officers to respond to questions and provide follow-up to DoIT’s Intake Steering Committee.

Complete all entries in eMMA, including advertisements for solicitations and awards.

Assist with the drafting of solicitations, including Requests for Proposals, Invitation for Bids, and secondary-level competition solicitations that exceed the Department’s procurement authority before submission to OSP. Prepare, issue, track, and complete the procurement process for the Department’s small procurements.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience planning and preparing contract documentation for pre-award, award and post award.

A working knowledge of or experience with the State of Maryland contract and procurement policies, regulations and standards.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
