Main Purpose of Job
This position is responsible for promoting the Department's goals, objectives and vision which includes: developing and executing the Family Investment and Partnership for Achieving Self Sufficiency (PASS) Plans; ensuring compliance with Federal and State Laws and regulations; carrying out mandated and new program initiatives that impact sixty-one and one-half percent (61.5%) of the State's public assistance population, and provide direct oversight of the Baltimore City Family Investment Administration (Operations Administration, Payment Integrity, Policy and Quality Assurance, Child Care Subsidy, Work Programs/Contracts Management and Job Development/Support Services, and Medical Assistance). At all times, the incumbent will provide customer service to both internal and external customs that meets or exceeds the standards set by the Department.
POSITION DUTIES
Education: Bachelor’s degree from an accredited four-year college or university in Business Management, Business Administration, Human Services, Industrial & Organizational Psychology, of Education.
Experience: Five years of experience in administrative and professional work, including employee direction and supervision.
Desired Or Preferred Qualifications
Five years experience utilizing data to drive program results
Five years experience with policy implementation and performance measurements
Five years experience providing executive leadership to staff
Five years experience providing fiscal accountability, reporting, and coordination for Family Investment programs

POSITION DUTIES
- Administer and interpret Federal and State laws and policies governing all public assistance programs and welfare reform initiatives. Formulate long-range and short range goals based on an analysis of a variety of internal and external environmental factors impacting service delivery.
- Establishes performance standards and controls to ensure program goals, objectives, benchmarks and action plans are accomplished and assess the overall effectiveness and efficiency of program operations, ensure that necessary improvements in productivity, quality, and effectiveness are made.
- Develop, present, and execute a budget to support program goals. Review, evaluate and recommend funding for welfare-to-work program proposals. Monitor program outcomes and expenditures. Anticipate and respond appropriately to contingency situations including overtime requests.
- Oversee and provide technical assistance to senior managers performing comprehensive and substantive monitoring of contractual agreements throughout the procurement and contract life cycle.
- Direct senior managers on internal controls, compliance, auditing, problem resolution and invoices for contractual agreements.
- Promote the Department’s purpose, mission, values, and services to customers, community leaders, and the general public to enhance their understanding. Represent the Department at State and interagency meetings and committees.
