The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of the DJS Case Management Specialist Supervisor Facility , so come join our team and make a meaningful impact on youth and the community at DJS!

The main purpose of this position will be to supervise DJS Case Management Specialists in providing case management services to juveniles in a residential setting. The position oversees the implementation and coordination of services and treatment plans for juveniles detained pending adjudication or disposition, or committed to the Department of Juvenile Services.

Some key responsibilities of this position may include, but not be limited, to the following :

  • Supervises case managers in providing direct services to youth through monitoring of policy and procedure, case reviews, monitoring of staff activities to prioritize workload, identify case progress and provides direction and guidance on treatment needs and goals. Monitors case complexities and dispositions, evaluates case records in the automated database system for accuracy, and submission of court reports in a timely manner. Complete of documentation of case activities and files. Serves as chairperson for various committees, such as MAST, Treatment team, Youth Advisory and Prison Rape Elimination Act (PREA) Coordinator.
  • Trains and provides direction to subordinate staff on case management practices and methods used in implementing and coordinating the delivery of services and treatment plans for juveniles at a secure facility.
  • Provides accurate and timely information to the Assistant Facility Administrator / Facility Administrator as needed. This may include monthly statistical reports and other reports deemed necessary by facility administration.
  • Become familiar and proficient with DJS tracking systems, update population report, auditing of CMS files, completing intakes, adhering to the requirements and quality of client services and needs. In addition, ensures monitors and updated CMS monthly work and time schedule. Ensuring that the facility is properly covered with case managers at all times.
  • CCMS shall have understanding and enforce DJS policies, procedures and auditing of mandatory and non-mandatory facility measures.
  • The selected individual shall perform rotating On Call duties as part of the Facility Administration function.

    MINIMUM QUALIFICATIONS

    Education : A Bachelor's degree from an accredited college or university.

    Experience : Three years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

    Notes :

    1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

    2. Candidates may substitute possession of a Master's degree in the social or behavioral sciences or criminal justice from an accredited college or university for one year of the required experience.

    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

    SELECTIVE QUALIFICATIONS

    Candidates must possess a current Maryland Correctional Training Commission (MCTC) certification with DJS.

    DESIRED OR PREFERRED QUALIFICATIONS

    The preferred candidate for this position may possess any of the following qualifications :

  • Bachelor's degree in a Social or Behavioral Science major (such as Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies or Social Work, or other closely related fields).
  • At least one year of supervisory experience in providing direct services to children in a community or residential setting.
  • At least one year of experience supervising lower-level Case Management Specialists in a community or residential setting.
  • LIMITATIONS ON SELECTION

    This recruitment is limited to current Department of Juvenile Services employees only.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    1. Employees appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.

    2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    3. Employees in this classification that are employed at DJS Youth Centers may be required to complete a Board approved medication technician training program and possess a valid Maryland Board of Nursing (MBON) certification as a Medication Technician.

    SPECIAL REQUIREMENTS

    1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include :

    U.S. Citizenship or Resident Alien status

    Must be at least 21 years of age

    A thorough background check, including fingerprinting and drug testing

    An oral interview, and

    Physical and psychological examinations.

    2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
