Main Purpose of Job

This position is responsible for providing support to the Office of Government Affairs in carrying out the duties required for the planning and implementation of the legislative, reporting and regulatory management activities in three distinct areas: 1) Senior level support in the development and implementation of the Department’s legislative and regulatory activities; 2) Overseeing the management of the Annapolis office; and 3) Overseeing and coordinating special projects.

POSITION DUTIES

  • Oversees legislative reporting process to ensure timeliness of the Department’s submissions to the legislature, Office of the Governor and other state agencies.
  • Reviews and analyzes legislative initiatives and the fiscal impact of federal and state legislation that affects DHS.
  • Develops and maintains relationship with key legislators and governmental officials for the purpose of facilitating communication between DHS, local government agencies, other government entities and external stakeholders.
  • Oversees the Regulations Promulgation Process.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes

  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

Desired Or Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience with Google Workspace (formerly G-suite).

One year of experience analyzing and tracking legislation, policies, and regulations.

One year of experience in politics, a legislative office, or cabinet level agency.

One year of experience in public relations or constituent services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

  • Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave – ten (10) days of accumulated annual leave per year.
  • Sick Leave – fifteen (15) days of accumulated sick leave per year.
  • Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays – State employees also celebrate at least twelve (12) holiday per year.
  • Pension – State employees earn credits towards a retirement pension.
  • Positions may be eligible for telework.
