In this pivotal role, you will lead the Office of the Inspector General (OIG) to ensure operational excellence, promote transparency, and safeguard the integrity of the Maryland Department of Juvenile Services (DJS). By providing strategic oversight across six specialized units, you will directly contribute to improving the care, safety, and success of youth in DJS programs. Your leadership will shape policy, enforce standards, and foster accountability within a dynamic and impactful organization. Your expertise in collaboration, decision-making, and program evaluation will advance initiatives aligned with DJS's mission and strategic goals, while your ability to inspire and motivate a diverse team will drive meaningful outcomes for youth and staff alike.
In this role, you will have the opportunity to contribute in various ways, including :
- Driving operational excellence : Leading OIG operations across six units : Youth Advocacy, Investigations, Internal Audit, Quality Assurance, Licensing and Monitoring, and PREA (Prison Rape Elimination Act). Managing 57 staff and a $5.6 million budget to ensure resource efficiency and operational success.
- Shaping policies and procedures : Developing and adapting policies to align with state regulations and departmental guidelines. Ensuring compliance with laws, policies, and standards through audits, investigations, and evaluations.
- Guiding investigative excellence : Overseeing investigations, including administrative, gang-related, and background checks. Collaborating with law enforcement to address gang initiatives and improve information sharing.
- Driving efficiency and quality assurance : Conducting audits to assess compliance with standards and best practices. Monitoring financial and operational activities for accuracy and integrity. Coordinating with external auditors to address findings and improve performance.
- Advocating for youth and ensuring safety : Leading the Youth Advocacy Unit to protect youth rights and address grievances. Managing the PREA Unit to enforce federal sexual safety standards and implement preventive measures.
- Collaborating with stakeholders : Advising leadership on incidents, challenges, and legislative matters. Representing OIG in meetings with external stakeholders, including the Juvenile Justice Monitoring Unit (JJMU).
- Promoting continuous improvement : Establishing performance metrics and recommending corrective actions to enhance safety, security, and efficiency. Delivering reports and briefings to executive leadership for informed decision-making.
This position is eligible to work a hybrid telework schedule.
This position does requires frequent travel to our residential facilities across the state.
MINIMUM QUALIFICATIONS
Education : A Bachelor's degree from an accredited college or university in a field related to criminal justice, public administration, business administration, law, or a closely related field.
Experience : Seven (7) years of experience in program management, investigations, auditing, or compliance.
