POSITION DUTIES
- Learns to plan and prepare written documents for procurements such as Requisitions (for small procurements), PORFPs, IFBs, RFPs, RFQs, RFIs, RFRs, competitive and non-competitive contracts, contract modifications, ICPAs, Sole Source, and IGCAs with accuracy and relevant information to solicit goods and services in accordance with State and federal laws, COMAR Title 21 regulations, DGS-OSP and DHS’ applicable policies and procedures.
- Learns how to administers requests for proposals for various types of solicitations using State Master Contracts, eMaryland Marketplace Advantage (eMMA) and(or) email.
- Learns and follow the established timelines for solicitations and award phases.
- Learns to manage the advertisement of procurement opportunities, distributes specifications to vendors, conducts vendor conferences, receives and secures bid or proposals, assist with or conduct bidder debriefings and oversees the evaluation process and contract award.
- Responds to contractors’ questions and informs bidders of any deficiencies in their submissions.
- Handles discrepancies regarding proposals and MSRPs, conducts all other related administrative duties, including but not limited to, sending Purchase Orders (POs), and fully executed contracts to the awarded contractors, program leads, and executive staff.
- Learns to complete a PRG form and how to conduct the associated SBR, MBE and VSBE research for procurements over $50K.
- Learns to create Requisitions and Blanket Purchase Orders (BPO), Reference Blanket Purchase Orders (RBPO) using the Financial Management Information System (FMIS).
MINIMUM QUALIFICATIONS
Experience: Four years of professional contract management experience or professional procurement experience.

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Six months experience with public procurement or contract management or other administrative roles.
- Six months experience utilizing a computerized financial management system.
- Six months experience using a Financial Management Information System (FMIS), or similar program.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification must obtain possess a certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
