Main Purpose of Job
The main purpose of this position is to serve as the Division Chief of the Compliance Division of the Oil Control Program(OCP) within the Land and Materials Administration(LMA). The incumbent will manage the Compliance Division by planning, organizing, supervising, and coordinating overall Division activities. The Compliance Division implements the mandate of Environment Article 4-401, et.seq. and Code of Maryland Regulations (COMAR) 26.10 - Oil Pollution Control and Storage Tank Management, as it applies to regulated petroleum substances. The Compliance Division is responsible for the inspection, compliance, and enforcement activities related to regulated substances storage systems, transportation of products, and response to citizen complaints and remediation of surface spills throughout the State. The incumbent oversees the daily activities of all regional supervisors assigned to different geographic areas of the State and is responsible for all associated administrative matters.
The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Site visits and the collection of environmental samples entail a variety of exposure to field conditions that can be uncomfortable and unpleasant. Work involves exposure to hazardous conditions which may result in injury. Work also involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. The incumbent may be required to lift heavy manhole covers, sample equipment, and supplies, climb ladders, and wear respiratory protection while performing work activities. The incumbent may also be required to drive for long periods to visit and investigate sites located across the entire State of Maryland. At many sites, water quality samples are taken. This requires personnel to carry chemicals, equipment tools, water samples, and files. Work requires the use of protective equipment such as goggles, gloves, masks, etc. During site inspection and field sampling, the incumbent is required to wear personal protective equipment, (including gloves, hearing protection, coveralls, uniforms, or Tyvek suits) that is appropriate to field conditions. This equipment routinely includes hard hats, and steel toe / shank shoes, and it may be upgraded to include respirators and chemical protective gear according to site-specific conditions.
The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
EDUCATION : Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.
EXPERIENCE : Five (5) years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.
NOTES :
1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.
2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has a Bachelor's or Master's degree in one of the following disciplines :
- Geology, Environmental Science, or a related field.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
