The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through the Governor's Office on Service and Volunteerism (GOSV).

Main Purpose of Job

The Procurement Officer II functions as the technical expert in the professional work of procurement of equipment, services, supplies, information technology, and other needs which must be obtained through the competitive procurement process, negotiated procurement process, and other procurement methods. The incumbent will provide advanced-level work while assisting the Chief Financial Officer in managing the full scope of the Agency's procurement activities in accordance with COMAR Title 21. The incumbent in this position will solicit, evaluate, negotiate, and award contracts according to the State procurement laws, regulations, and procedures. This position interacts with all levels of management to lead the procurement process for DSCI and ensure procurement needs are met within a timely manner. This position will also oversee DSCI’s office management responsibilities, including (but not limited to) inventory management, fleet management (as applicable), office supply ordering and storage, completing reporting requirements, and other tasks necessary to ensure the agency’s working environments are efficient and support the needs of the team to achieve DSCI’s mission. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

POSITION DUTIES

Primary responsibilities will include, but will not be limited to:

  • Lead all agency procurement activities.
  • Act as the agency liaison with the Office of State Procurement (OSP).
  • Under general supervision, review requests and determine the appropriate procurement method (e.g., small procurement, competitive sealed bid, competitive sealed proposals, Master Contracts, sole source, etc.) consistent with applicable procurement policies and regulations.
  • Develop and prepare written solicitations and lead the procurement process (e.g., post opportunities on eMaryland Marketplace, conduct bid/pre-proposal meetings, and evaluate submissions).
  • Track Minority Business Enterprise (MBE) and Small Business Reserve (SBR) participation participation and prepare all required reports.
  • Draft BPW agenda items and submit them to OSP for review.
  • Support facilities and fleet management as applicable.
  • FMIS IT security administrator

Minimum Qualifications

Procurement Officer II- Option 1

Experience

Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes

  • Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
  • Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
  • Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

Desired Or Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualification(s). You must include clear, detailed and specific information on your application regarding your qualifications to be considered.

  • At least 1 year of experience with the State of Maryland FMIS system using ADPICS.
  • At least 1 year of experience using eMMA.
  • Maryland State Procurement certification
  • Proficiency in Microsoft Excel

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
