This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The purpose of this position is to support in executing the mission of the Maryland Department of Labor and achieving the agency's goals. This position will advise the Director of UI Policy & Planning, DUI’s Assistant Secretary, and Deputy Assistant Secretary for the Division of Unemployment Insurance (DUI) regarding state and federal legislation and regulations; lead DUI in developing and implementing reemployment, tax, benefits, and internal policies; spearhead federal report and grant writing; develop division metrics and operational process analyses. This position will support DUI in its functions of promoting, planning, and developing strategies, as required by statute, regulation, executive order, and / or departmental priority that will facilitate efficient and effective delivery of departmental services to the citizens of Maryland.

POSITION DUTIES

As the Deputy Director, support in leading and directing the day-to-day operations of the UI Policy, Quality Control, Metrics, and Communications functions, applying UI Management Model standards to comply with USDOL performance measures and Maryland state law to attain Agency goals.

Provide oversight in the following activities for the UI Policy & Communications Unit :

  • UI Management Model Standards
  • Administration
  • Internal Policy and Strategic Planning and Review Oversight
  • UI Legislation and Regulations Administration
  • Core Federal Performance Measures And USDOL Secretary Standards
  • DUI Agreements Management
  • Subpoena & PIA Request Management

MINIMUM QUALIFICATIONS

Education : Bachelor’s degree in public policy science, public administration, or a related field. (Must upload a copy of your college degree or transcripts).

Experience : Five years of experience in the public policy arena with an emphasis on policy development (either with a non-profit, state, or federal legislative office or regulatory agency). Three years of supervisory experience managing or leading teams, overseeing and coordinating the general operations of a unit, applying rules and regulations, or taking responsibility for developing policies or procedures.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor / DUI) to determine whether any monies are owed to Labor / DUI as a result of unemployment insurance overpayment / fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
