This position will work between the two offices.

Main Purpose of Job

The main purpose of this position is to direct and assist in the direction of the daily operations of units within the Wage and Labor Standards Enforcement programs, consistent with the standards, policies, and procedures adopted by the Commissioner of the Division of Labor and Industry.

This position supervises investigative personnel (wage and hour investigators) and support staff of the unit and is responsible for overall management of the unit in its entirety to include hiring, direction, goal setting, interpreting or developing then implementing policies and procedures to administer the various laws throughout the state’s workforce in sync with departmental policy.

Engaged in overseeing and coordinating agency operations; responsible for planning, organizing, implementing, administering, and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency. Functions as special assistant to departmental executives; responsible for program and project review, development, evaluation, and coordination.

Incumbent is required to possess fluency and experience with Maryland wage and hour laws, including Wage Payment and Collections Act, overtime laws, Healthy Working Families Act, Workplace Fraud, and Prevailing/Living Wage Laws.

This position requires field work and is not telework eligible.

POSITION DUTIES

Plans and organizes workload and supervises work of investigative and support staff to ensure program performance is achieved and overall mission of the Division is satisfied. Administers, reviews, and makes recommendations relative to investigations, inspections, program policies, and actions consistent with direction and administration priorities; may also include professional, technical, administrative, or clerical workers.

Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit(s); implements new regulations and policies as directed by upper management; sets goals and deadlines and oversees the workflow of the units; and coordinates workflow with administrators of other units in areas of work spanning multiple units.


Researches, proposes, and implements initiatives to increase effectiveness and efficiency of the work of the program and the Division, including developing and presenting outreach materials.


Prepares reports, monitors and compiles performance indicators for monthly and quarterly State-Stat process, Managing for Results (MFR) reports and Ad-Hoc meetings, or methods of doing business; reviews, evaluates and assists in the development of agency policies and programs; promotes the work of the agency through frequent contact with interested groups and individuals; makes recommendations to upper management and executives concerning new or revised legislation affecting the agency; develops and recommends new standards, methods of operation and new technology to accomplish the mission of the agency; may work on sensitive and confidential projects requiring discretion and judgment in the release of information; may act as the representative of the executive in meetings and conferences; may act as a liaison between the executive and agency units; and may act as team leader for special projects.
Evaluates efficiency of operations and develops, revises, and recommends new policies, standards, and workflow procedures, using new technology where appropriate. Monitors and tracks the performance of individual employees and ensures that personnel evaluation and performance process is completed consistent with laws and regulations. Coordinates leave and staff coverage of the Units.

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

At least two years of experience supervising field-based administrative, investigative, or regulatory staff.

At least six months of experience performing construction work or performing work on behalf of the construction industry or construction workers.

Ability to speak and write fluent Spanish.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
