The Assistant Director works in the Department’s Bureau of Program Integrity under the supervision of the Director of Internal Controls. The bureau is tasked with developing, implementing and maintaining the departmental internal control standards to ensure that departmental systems, policies and procedures are adequate to achieve departmental goals, protect assets, accurately report and account for activity, comply with all program laws, rules, regulations and contracts, and maximize impact of limited resources on the delivery of need-based services.

The Assistant Director will directly supervise the Risk Analyst, managing their assignments and workload to ensure alignment with Bureau and Department priorities. This includes meeting with the Risk Analyst on a daily basis to set priorities, on a weekly basis to ensure the Risk Analyst is supported in meeting deadlines and completing assignments, and engaging in regular monthly planning sessions to identify future projects, priorities and resource needs.

The Assistant Director will indirectly supervise 4 regional Internal Controls Coordinators, participating in the hiring, training, and supervision of these staff. The Assistant Director will coordinate the activities of the regional Internal Controls Coordinators, providing guidance, training, and oversight of internal control activities.

The Assistant Director reviews the internal operations of the Department’s business functions to assess the effectiveness of the policies and procedures under which the Regional Internal Controls Coordinators operate in their capacity as oversight agents for the activities of regions and departments. The Bureau will utilize interns regularly, and the Assistant Director will assess Bureau needs and make recommendations to engage in the hiring of interns to assist with discrete projects as needed.

The Assistant Director will lead day-to-day efforts to ensure that DDS has the tools and data it needs to conduct monitoring and oversight operations, as well as report to DDS and EOHHS senior leadership and other oversight bodies. The Assistant Director will conduct assessments of Department operations and business processes, make recommendations for infrastructure and project-based enhancements, and collaborate with the Director of Internal Controls, the Department and Secretariat leadership to lead planning efforts for capital funding requests.

The Assistant Director will provide project management for the Bureau in developing, implementing and assessing new business processes, and will support the coordination of external and internal audits for the Bureau, tracking the activities of various auditing entities, and following up on audit findings.

The Assistant Director will also set standards for audit administration, ensuring that internal departments receive notice of an audit or review, monitor potential auditor independence issues, and other auditor fiscal reviews, outcomes and reports. The Assistant Director will work with the Director of Internal Controls in managing the DDS theft and fraud hotline, developing action plans for completed investigations and conducting administrative reviews for some theft / fraud cases.

The Assistant Director will be responsible for leading data analysis for internal and external investigations into potential fraud, waste, abuse or theft, ensuring compliance with privacy and confidentiality requirements, particularly in state-operated group homes. The Assistant Director will identify risks to data sources and systems for maintaining data, recommend and implement solutions to integrate data from antiquated systems into a centralized data management solution.

The Assistant Director uses data analytics to identify risks in the business areas for which the Department has oversight, recommends mitigating controls for such risks, and ultimately protects against fraud, waste and abuse. The Assistant Director works closely with the Risk Analyst to ensure standard procedures are developed and implemented for periodic tests of the Departments’ system transactions and backup documentation to ensure State Finance Law, and Comptroller regulations, policies and procedures are followed.

The Assistant Director will lead efforts to ensure the statewide standardization of payroll policy and processes and implement an automated solution for staff scheduling. The Assistant Director will identify opportunities to improve processes and will lead pilots of planned projects in regions or departments, consulting with the Bureau and the pilot project team to make recommendations for statewide implementation.

The Assistant Director will design and lead staff training on fraud waste and abuse internal controls and program integrity, assisting the Director of Internal Controls in determining the proper method and format for instituting training requirements on Bureau subject matter and monitoring staff completion.

The Assistant Director will represent the Bureau on a number of Department and Secretariat initiatives to ensure program integrity and internal controls perspectives are integrated into the decision-making planning process.

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure.
