The Massachusetts Department of Mental Health (DMH) is seeking a Director of Quality Management to oversee quality and risk management activities in the Metro Boston area.This is a unique opportunity to play an essential role in ensuring the delivery of high-quality, culturally competent services that support the recovery and resiliency of the communities we serve. Your responsibilities encompass designing and implementing strategies to enhance quality, client experience, and population health outcomes. You will collaborate closely with stakeholders across departments, providing leadership in aligning objectives with organizational missions and values. Your pivotal duties include analyzing data to identify trends, opportunities for improvement, and risks within our service system. You will spearhead efforts to establish and maintain a robust Quality Management System, championing continuous improvement initiatives. In addition, you will serve as a key advisor to senior leadership, offering insights on quality management strategies and systems. Your role extends to overseeing human rights and risk management activities, ensuring compliance with regulations and standards while fostering a culture of safety for both clients and staff.   • Develop and coordinate quality management processes for state-operated community services, providing regular performance reports and data analysis.
  • Monitor DMH service outcome indicators and provide analysis of trends and opportunities for improvement. Assess areas in need and provide monitoring and support.
  • Coordinate the collection and analysis of all data related to quality indicators and utilize findings to drive improvements, mitigate risks, and to increase the level of care within the System.
  • Manage all aspects of DMH contract monitoring processes for the assigned area through coordination of activities and provide supports to the sites on related activities.
  • Collaborate with Site Directors, Site Risk Managers, and facility quality management staff to ensure compliance with DMH, Joint Commission, and CMS standards.
  • Advise on upcoming regulatory changes and required action needed to meet or exceed new standards and to achieve improved outcomes.
  • Provide regular risk management reports and data analysis to Area Risk Committee and senior management staff.
  • Recommend organizational objectives related to strategic plans, establish service goals, and identify problems affecting the quality of service.
  • Implement service and process improvement initiatives and other programs utilizing cost-effective solutions and service delivery enhancements.
  • Provide direct supervision to Area Office Human Rights Coordinator and Area Office Risk Management staff.
  • Provide training, technical advice, and oversight to human rights, risk management, and quality staff in Site offices.
  • Make recommendations relating to prevention of incidents involving patient care and safety and to determine quality control measures to foster a culture of safety for clients and staff.
  • Represent the Metro Boston Area on DMH workgroups and committees involved in planning for contract monitoring, quality management and risk management activities. / Preferred Qualifications : /
  • Demonstrated subject matter expertise in performance improvement methodologies and ongoing monitoring techniques in quality management principles and tools.
  • Advanced skills in spreadsheet analysis, statistics, system and data analysis, and presentation.
  • Experience in program development and evaluation, risk management processes, and knowledge of behavioral health programs and systems.
  • Ability to produce timely, clear, concise, and accurate reports, and present data in verbal and visual presentations.
  • Knowledge of principles, practices, and techniques of supervision, and ability to support supervisees' professional development.
  • Excellent interpersonal, communication, negotiation, and leadership skills, including strong public speaking and presentation skills.
  • Effective multitasking, time management, and attention to detail, with the ability to work effectively in multidisciplinary teams.
  • Demonstrated knowledge of regulatory standards, quality management, quality assurance, and risk management methods and techniques.
  • Ability to facilitate meetings, group decision-making processes, and establish effective partnerships both internally and externally.
  • Proficiency with Tableau.
  • Proficiency with MS Office including Outlook, Teams, Word, Excel, and PowerPoint.

Substitutions : I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
