DOER focuses on transitioning our energy supply to lower emissions, reducing and shaping energy demand, and improving our energy system infrastructure. To meet our objectives, DOER connects and collaborates with energy stakeholders to develop effective policy. DOER implements this policy through planning, regulation, and providing funding. DOER provides tools to individuals, organizations, and communities to support their clean energy goals. Job Description The Department of Energy Resources seeks an Energy Storage Fellow for its Renewable and Alternative Energy Division. Building on DOER’s success in nation-leading clean energy policy, the Energy Storage Fellow will learn about a state energy agency’s role in developing and implementing state energy policy; assist the Energy Storage Programs Manager and Division staff to implement, evaluate, and maintain the Clean Peak Energy Standard (CPS); work across divisions and agencies on energy storage policies and initiatives; and develop and lead a research project designed to advance energy storage policy in the Commonwealth. The Energy Storage Fellow will also assist the Energy Storage Programs Manager in maintaining knowledge of other state and federal policies and programs related to Clean Peak Resources and general energy storage policy. To accomplish their responsibilities, the Energy Storage Fellow will work with colleagues in other Divisions of DOER and other agencies of the Executive Office of Energy and Environmental Affairs, as well as with external stakeholders. The Energy Storage Fellow must demonstrate the level of professionalism, ethics, and prudence necessary of public officials working within the state government and with stakeholders in the NGO and for-profit sectors.

  • The Energy Storage Fellow’s primary responsibilities may include :
  • Clean Peak Energy Standard (CPS)
  • o Assist with implementation of Clean Peak Energy Standard (CPS), including outreach to program participants and stakeholders, drafting Statements of Qualification, and maintaining and updating lists and reports o Research technical and policy related issues that may arise in the implementation of energy storage programs o Work with the legal division to review exemption requests, make recommendations to program manager and division director, and draft letters to applicants on decision made o Provide analysis and strategic programs in support of Clean Peak Resources and market development o Draft and revise guidelines for the CPS and other energy storage programs o Develop and publish reports and summaries of the CPS and other energy storage programs o Maintain databases, identify and implement process improvements o Periodically provide programmatic data to federal government and other stakeholders
  • Energy Storage Policy o Contribute to the development and implementation of energy storage policy and program initiatives within the Division and across the Department o Assist in engagement with the Department of Public Utilities and ISO-NE on energy storage policy initiatives o Research and report on other state / federal programs pertaining to Clean Peak Resources and energy storage policies
  • Administrative o Respond to phone calls and emails from stakeholders o Draft and maintain energy storage program website content o Organize meetings and webinars with key stakeholders o Participate in relevant internal and external meetings and educational series
  • Research o Develop at least one research project with the Energy Storage Programs Manager to advance energy storage policy for the Commonwealth Preferred Qualifications
  • Experience or interest in environmental and / or energy policy, urban planning, business management, public administration, engineering, or a related field
  • Strong working knowledge of the attributes, characteristics, benefits, challenges, economics, and technical functionality of energy storage resources, including commercial resources and resources under development
  • Ability to work independently and to develop and lead research projects
  • Ability to communicate and work effectively with diverse stakeholders, team members, consultants, and the general public
  • Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations
  • Knowledge and ability to prepare and use charts, graphs and tables in Microsoft Office
  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence, and prepare reports
  • Superior planning and organizational capabilities
  • Familiarity the CPS Regulation, 225 CMR 21.00, and all supporting Guidelines
  • General understanding of portfolio standards and the related market structures
  • Familiarity with the functioning of the Production Tracking System and NEPOOL GIS
  • Familiarity with the distribution and transmission systems and grid modernization efforts in Massachusetts and ISO-NE
  • Understanding of state agencies’ roles in renewable energy and climate change activities
