General Statement of Duties and Responsibilities
The Radio Systems Manager for the Massachusetts State 911 Department is responsible for ensuring the operational integrity, reliability, and performance of the radio communications infrastructure that supports the Department’s PSAP Operations Divisions. This role involves the design, implementation, maintenance, and repair of complex radio systems, including but not limited to, two-way radio systems, microwave networks, and supporting infrastructure. The Radio Systems Manager will work closely with internal and external stakeholders, including state agencies, emergency service providers, and telecommunications vendors, to optimize radio communications coverage and troubleshoot issues as they arise. This role requires strong technical expertise in radio frequency (RF) engineering principles, familiarity with FCC regulations, and hands-on experience with public safety communication systems. Additionally, the Radio Systems Manager will be involved in planning and executing upgrades, assessing system performance, and ensuring compliance with industry standards to support the evolving needs of emergency services. They should also have the knowledge and will be required to develop RFPs, proposals, etc., for the radio system and equipment, sites, and subscriber units, review vendor proposals and responses, and oversee vendor work to ensure compliance and quality of work. Traveling is required for this position, with most of the travel concentrated within all areas of Berkshire County, and parts of Hamden and Hampshire County. Occasional travel to other locations within Massachusetts may also be necessary. Applicants will be required to demonstrate a basic competency in the two-way radio communications field.

System Design and Optimization
- Knowledge of and assist vendors with designing and developing communication systems tailored for public safety, including P25-compliant two-way radio systems and microwave backbone infrastructure.
- Assess and improve system performance, focusing on RF coverage, signal integrity, and scalability.
