The Department of Developmental Services (DDS) is dedicated to creating, in partnership with others, innovative and genuine opportunities for individuals with intellectual disabilities to participate fully and meaningfully in, and contribute to, their communities as valued members. DDS is seeking qualified candidates for the position of Regional Business Manager in the Metro Region. The Business Manager is responsible for the fiscal oversight and operations of the Regional Business Office Unit which supports the DDS Metro Regional Office, four Area Offices and Metro Residential Services including 29 State Operated Group Homes. Primary responsibilities include but not limited to :

  • Development, implementation and administration of the Region’s $7.9M Lower Object Class Budget. Includes development of the annual spending plan for the lower object classes; monthly projection analysis and reporting; monitoring of expenditures to ensure funds are maximized and reallocated to cover services and needs.
  • Oversight and management of the day-to-day operations of the Business office including supervision and training, review of responsibilities and functions of staff. Re-organize where applicable to streamline procedures, improve efficiencies within the unit and maximize job performance.
  • Provide support and guidance to Business Office staff concerning purchasing and payment activities to ensure fiscal deadlines are met and policies and procedures are followed.
  • Liaison related to all space lease activities. Includes coordination of office lease and group home moves; maintenance / repairs and management of all lease agreements for the regions group homes; long form license agreements; housing authority leases and office leases.
  • Procurement manager utilizing statewide and departmental contracts as well as Commbuys (Commonwealth’s procurement system) to solicit bids / quotes, issue contract awards and purchasing. Ensure compliance with generally accepted accounting practices and the Commonwealth’s rules and regulations related to the purchase of goods and services.
  • Confer with vendors, state agencies, regional / area offices to troubleshoot and resolve accounting related issues in a prompt manner.
  • Project manager responsible for the coordination of a variety of projects as assigned including inventory and file / record management.
  • Review, update and implement standard operating procedures to ensure compliance with internal control policies and procedures.
  • Utilize of a variety of data systems and repositories to manage, monitor and reconcile finances such as MMARS (Massachusetts Management Accounting and Reporting System), FMIS (Financial Management Information System), and CIW (Commonwealth Information Warehouse).
  • Provide technical assistance to regional staff and coordinate with IT to address issues where applicable.
  • Collaborate on special projects and other duties as assigned. Qualifications Required at Hire :
  • Strong budgeting / finance skills
  • Ability to deal with all levels of management within the agency and vendors in a professional manner
  • Strong analytical, interpersonal, problem resolution and organization skills
  • Excellent written and communication skills
  • Ability to work in a past paced environment and manage multiple priorities while ensuring thorough / timely completion of all assigned tasks, often under tight deadlines
  • Ability to enter, coordinate, collect and analyze large amounts of data for reporting and projections
  • Ability to maintain accurate records
  • Ability to exercise sound judgment and discretion
  • Knowledge of the Commonwealth’s procurement policies and procedures
  • Overall in depth knowledge of the Commonwealth’s laws, rules and procedures in the areas of budgetary and financial controls
  • Knowledge of accounting principles / practices and internal controls
  • Knowledge and experience using MMARS (Massachusetts Management Accounting and Reporting System), CIW (Commonwealth Information Warehouse) and COMMBUYS (Commonwealth’s procurement system)
  • Proficient usage of Microsoft Office products including Excel, Access, Word and Outlook A tax and criminal background check (CORI) will be completed on the recommended candidate as required by regulations set forth by Executive Office of Health and Human Services prior to the candidate being hired. In addition, Chapter 234 of the Acts of 2014, An Act Requiring National Background Checks; requires the Department of Developmental Services to conduct finger-print based check of the state and national criminal history databases on the recommended candidate. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
