This section manager position exists to provide executive leadership and support to the department in the areas of compliance and audits relating to the agency’s financial and data assets. It oversees all internal auditing activity, engages with all external auditing activity, and serves as a resource for department managers and staff who need or request assistance with audit preparation or follow-up.
The Internal Audit Section's major effort is centered in auditing and reporting. The audit process is a continuous control process that is revised according to changing conditions, workloads, appropriation levels, and professional requirements. The audits are used by DNR to keep within the organization's planned objectives and goals and to ensure proper expenditure of state and federal funds. This position has the authority, as approved in audit plans, to review all areas of department operations and deal with problems at all organizational levels.
Responsibilities include but are not limited to :
Provide overall leadership and supervision to internal audit staff ensuring they are qualified, responsive, motivated, and provided with necessary support and resources so that the section can maintain operational effectiveness, efficiency, and goal attainment. This includes having the direct authority to hire, transfer, suspend, discharge, assign work, reward, discipline, promote, direct work, and adjust grievances.
Manage and direct a systematic, disciplined approach designed to facilitate the department in establishing, implementing, and maintaining an effective internal control system.
Manage and direct reporting to the DNR Commissioner, Deputy, and Assistant Commissioner on the status of audits or reviews, corrective action plans, and the internal control structure entity-wide in consultation with the Operations Services Division Director and / or Internal Audit Committee, as appropriate.
Manage, direct, and conduct highly complex and sensitive audits on the department's internal operations, recipients of state and federal funds, recipients of non-public data and other entities and agencies so that work is adequately planned, and the audit objectives are accomplished in a timely manner, reflecting the Commissioner's priorities, and assuring financial and data audit standards are met.
Perform special investigations as necessary to address specific issues as they arise so that allegations may be dealt with appropriately.
Manage and direct reviews and analysis of authoritative pronouncements, laws, regulations, policies and / or procedures relating to generally accepted accounting principles (GAAP), Governmental Accounting Standards Board, (GASB), Institute of Internal Auditors (IIA), data practices, records management, auditing, and internal control and evaluate their effects on state and state agency internal control structure.
Coordinate the activities and requests of outside audits with the federal government, the Office of the Legislative Auditor (OLA), and other regulatory agencies as required, so that audits are performed properly and efficiently.
The Internal Audit Manager requires occasional travel, which may include going out in the field for audit-related work purposes or to attend off-site meetings as necessary.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location on a regular basis for meetings, training, onboarding, or as needed by supervisor.
Minimum Qualifications
Five (5) years of professional internal audit experience including developing, preparing, monitoring, evaluating, and implementing audit work plans, resolving corrective action plans for internal and external audits, and consulting and advising on control structure decisions, and business strategy implications.
A bachelors degree in business, finance, or accounting may substitute for one (1) year of experience.
Supervisory experience sufficient to train, assign, direct, and evaluate work; hire, discipline, foster teamwork, motivate, and reward employees.
Ability to treat employees inclusively in the areas of accommodation, accessibility, scheduling, expectations, individualized resource needs, training, and development.
Knowledge of generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS) sufficient to identify and recognize actual and potential issues; then analyze, develop, and recommend solutions.
Demonstrated leadership, organizational and interpersonal skills to direct, develop and engage staff.
Ability to analyze, interpret, and apply related policies, procedures, rules, laws, and regulations sufficient to ensure compliance across the agency.
Ability to apply broad knowledge to complex issues sufficient to anticipate trends, analyze data and find solutions that balance long-term demands.
Communication skills to effectively communicate complex information to a wide variety of audiences.
Knowledge of internal control best practices necessary to safeguard fiscal and non-public data assets.
Ability to generate reports, recommendations, and other communications at an executive level.
Preferred Qualifications
Knowledge of government financial management processes and compliance requirements.
Knowledge of State of Minnesota Data Practices Laws and compliance requirements.

Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record.
