Job Summary

This position serves as the Chief Operating Officer for the Department of Employment and Economic Development (DEED). DEED is the State of Minnesota’s principal agency in providing workforce development services, promoting business recruitment, expansion, and retention, international trade, and community development. It also administers Unemployment Insurance, Paid Leave, and several other programs and direct services for Minnesotans. The Assistant Commissioner of Operations supports this work by overseeing operational services, including directing and administering the day-to-day and long-term operational activities of DEED. The role serves under the supervision of the Commissioner. It provides oversight and support to DEED’s financial and administrative services, human resources, diversity and equal opportunity, and general counsel teams pursuant to the requirements established by the applicable statutes and rules and the policy goals set forth by the Governor and articulated by the Commissioner.

Responsibilities include but are not limited to:

  • Act as Chief Operating Officer overseeing agency daily operations, including budget, finance, and accounting services, administrative and facility services, human resources, equal opportunity, and the general counsel.
  • Provide personnel, budget, and other support to leaders across DEED in managing the programs and services they provide Minnesotans.
  • Direct the development and implementation of department policies to provide structure and direction to managers in their leadership role and to employees in the performance of their job duties.
  • Coordinate the implementation of cross-agency state operations initiatives.
  • Advise the Commissioner and senior leadership team on agency-wide operations.

This position is statutory unclassified and serves at the pleasure of the Governor.

This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

This position requires occasional travel a few times per year.

Qualifications

Minimum Qualifications

Five (5) years of progressively responsible managerial and supervisory experience in operations in the public sector.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Demonstrated experience in leading teams with responsibility for financial management, human resources, and/or other core components of public administration.
  • Demonstrated experience in leading organizational change management.
  • Organizational skills and ability to prioritize multiple projects simultaneously.
  • Human relations skills to build effective working relationships, work collaboratively, and build consensus with a variety of internal and external stakeholders.
  • Demonstrated ability to communicate complicated information effectively to a variety of audiences.

Preferred Qualifications

  • Master’s degree in Public Policy, Public Administration, Business Administration, Juris Doctor (J.D.) or closely related field as determined by the agency.
  • Experience in operations within state government, including knowledge of State of Minnesota policies, procedures, and practices.
  • Supervisory or lead worker experience with demonstrated skills in hiring, setting priorities, training, providing work direction, manage projects, coaching, and developing staff.
  • Negotiation and conflict resolution skills to resolve complaints and conflicts through informal and formal processes such as facilitated conversations, informal coaching, and mediation.
