Job Summary
MMCAP Infuse is a free, voluntary Group Purchasing Organization (GPO) operated and managed by the Office of State Procurement (OSP) of the State of Minnesota's Department of Administration for government healthcare facilities. MMCAP Infuse's primary function is to provide a full range of pharmaceuticals to its participating facilities. It also has contracts for vials and containers, medical supplies, drug testing, returned goods processing, influenza vaccine, dental products and services, and dozens of new lines of business.
We are seeking a Business Intelligence Team Supervisor to lead and supervise a team of data professionals in the MMCAP Infuse Knowledge and Financial (KFM) Team. In this position, you will:
- Develop, implement, and oversee the business structure, processes, information technology, and staff resources.
- Manage the work and provide supervision and support to the team.
- Manage research, database design/development, and data management activities necessary to provide expert direction to MMCAP Infuse, state and federal data analysis projects, and help them achieve their objectives and make data-driven decisions.
- Provide technical consultation to MMCAP Infuse management and staff in data analyses related to methodologies, cost analyses, statistical and analytic techniques, and research methodologies.
You will also serve as the business project manager for specific/assigned projects, including MMCAP Infuse Focus, and serve as a liaison and coordinator between MMCAP Infuse and Minnesota Information Technology (MNIT) in the development of priority customers, vendors, and MMCAP Infuse business solutions.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrange, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, two (2) onsite days per month will be required. Completion of a telework agreement will be required.
Qualifications
Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.

Four (4) years of supporting information systems, which include, but are not limited to, business analysis planning and monitoring, requirements gathering, management and communication, enterprise analysis, requirements analysis, and/or solution assessment and validation.
- A Bachelor's degree in computer science, management information systems, business, or a closely related field may be substituted for one (1) year of experience.
- An Associate's degree as specific above may be substituted for six (6) months of experience as described.
- Experience in a supervisory, project manager, or functional team lead position that includes assigning work, coaching, training, and reporting on the work activities of others.
- Knowledge of software development concepts, methodologies principles, data standards, data structures, and best practices.
- Knowledge of various methodologies, e.g., modeling/facilitating business processes, object modeling, unified modeling language (UML), Lean Kaizen, diagramming dataflows, and use case writing.
- Strong project management standards, principles, and practices sufficient to determine program direction, plan work and set goals, monitor, and evaluate accomplishments.

Experience with multi-system data, e.g., relational database structure, XML, PL/SQL and other query languages, interfaces, and extraction procedures to analyze, design, and specify reports and other presentation methods, such as dashboards.
- Examples of data systems and applications: Adobe Experience Manager, ePro, onContact, Azure, Drupal, DEA data stream, FDA public datasets, and First DataBank data warehouse.
- Examples of programming languages and analytic tools: BI Query, Crystal, Power BI, Python, R, SQL, Tableau, and Visual Basic.
- Examples of presentation and office software: Adobe, Access, Excel, Publisher, PowerPoint, Teams, Visio, Word, and SharePoint workflows.
- Exceptional interpersonal, human relations, and communication skills to work with a variety of partners, stakeholders, management, and staff.
Preferred Qualifications
- Knowledge of purchasing organization contracting practices, pharmaceutical and healthcare products and services competition, distribution models (e.g., direct, wholesale), compliance, and the Affordable Care Act.
- Knowledge of complex government processes, federal-state-county connections, system/business infrastructure design concepts, and fiscal responsibility and accountability methods
- Analytical, conceptual, and problem-solving skills sufficient to fully understand end user requirements and discuss viable business solutions.
- Experience with SQL reporting services.
- Tableau software (desktop and server) experience and/or certification.
- Public sector experience, ideally in a state government agency setting.
- Effective communication skills sufficient to participate in discussions and assist with communication to both technical and non-technical personnel. In addition, this position involves the abilities to communicate clear and concise specifications, plans, information memos, reports, and preparation of presentations and demonstrations to both management and technical staff.
