Job Summary
This position supervises the Minnesota Incident Command System (MNICS) Interagency Dispatch Center at the Minnesota Interagency Fire Center in Grand Rapids, MN. The position oversees all aspects of the interagency dispatch center operations and provides daily supervision of Department of Natural Resources'(DNR) staff as well as daily work direction for all interagency dispatch center staff.
Serve as the technical authority for the full range of logistics/fire suppression techniques in order to, (1) understand the potential threat of fire to the natural resources, private property and the resource values within the state; (2) assimilate this data, set priorities and allocate resources for the protection of those resources and property; (3) prepare for and assess short or long range functional resource needs based upon fire severity. Develop new methods, approaches and procedures of the modification of existing methods and procedures to handle a wide variety of situations,
Manage the Minnesota Incident Command System (MNICS) Interagency Incident Management Mobilization Program at the Minnesota Interagency Fire Center in Grand Rapids, MN. This includes: 1) supervising staff; 2) managing and implementing the Incident Mobilization Program which includes the Incident Intelligence Gathering and Analysis and Media Relations Units; and 3) analyzing program effectiveness to develop and recommend new program plans, policies, and procedures.
Manage operation of the statewide Incident Management Mobilization Program at the Minnesota Inter-agency Fire Center (MIFC) in Grand Rapids, MN for in-state and out of state (national and international) incident response. Administer the MIFC Mobilization Program so that incident support is received in a timely, efficient, and cost effective, manner. Serve as the administrative liaison for the MNICS (Minnesota Incident Command System) Task Force so that MNICS operational plans are followed, monthly and annual meeting agendas are prepared, and guides and plans are updated.
Administer, update and amend the statewide, interstate, regional and national agreements between the MN DNR, MNICS, federal agencies and tribes that allow the exchange of resources and funds for the MN DNR and MNICS partners.
Normal working hours are from 8:00 a.m. to 4:30 p.m. but are subject to change based on work needs; hours of work may include weekends, evenings and holidays.
Qualifications
Minimum Qualifications
To be considered for this job, applicants must have either:
- Two years of experience in a natural resource and/or emergency response agency AND Two years’ supervisory experience.
OR
- Two years advanced level professional experience equivalent to the NR Forestry Specialist, SENIOR class; plan, lead staff, assign work, monitor accomplishments, administer budget, administer and implement programs, consult, interact with other resource disciplines and train and educate.)
In addition to the above experience or certifications, applicants must also have:
- Qualified as an Expanded Dispatch Supervisory Dispatcher (EDSP) or trainee AND successfully completed S-491 Intermediate National Fire Danger Rating System.
- Knowledge of the advanced concepts, principles, and practices of incident management and support.
- Comprehensive knowledge of: 1) interagency (state, federal, and local cooperators) fire preparedness and suppression management policies, practices and procedures; 2) the Incident Command System; 3) the mobilization and demobilization of resources in a multi-jurisdictional environment in-state nationally and internationally; 4) general knowledge of tactical and administrative aircraft capabilities and limitations, and 5) fiscal procedures and diverse Federal and State land management policies and procedures to ensure the most efficient and cost effective management of resources.
- Scientific knowledge of fire behavior, fire weather, fire hazard, fire risk analyses, and wild land firefighting techniques in order to provide direction and coordination for fire preparedness and suppression programs for a variety of forest, range and urban interface areas.
- Knowledge of disaster preparedness and management operations, including logistical support, incident management, mobilization, interagency coordination, and resource allocation.
- Experience providing leadership, oversight and technical direction.
- Knowledge of budget policies, procedures and regulations sufficient to manage and administer budgets and to cost effective deliver product
- Supervisor/lead work experience and training sufficient to direct, coach and resolve conflicts and supervise work of subordinate employees.
- Human relations skills sufficient to assign and monitor the work of staff; resolve problems with clients, the public, and other employees; conduct training classes; and represent the division on committees and task forces.
- Oral and written communication skills sufficient to communicate complex concepts and principals to other resource professionals and the public and make effective presentations to a wide variety of audiences by identifying level of understanding and evoking a positive response
- Organizational and interpersonal skills sufficient to work as a productive member of a team
- Conflict resolution/human relation skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by finding common ground and cooperation
Preferred Qualifications
- Advanced Incident Command System (ICS) training at the I-300 level or higher.
- Completion of Expanded Dispatch Supervisory Dispatcher (D-510) course.
- Advanced ICS qualification at the ICS Unit Leader (or trainee) or higher in Operations, Logistics, Finance or Plans
- Associates or Bachelor’s degree in Forest Management, Wildland Fire Management, Wildland Fire Science, or a closely related field.
- Wild land firefighting experience is preferred. Knowledge of fire behavior gained from wild land fire line firefighting experience and/or participation in prescribed burn field operations.
Additional Requirements
- This position requires an unrestricted Class D Driver’s license with a clear driving record.
