In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position will move to DCYF in July of 2025.

Job Summary

*** Telework (Within Minnesota or neighboring states) and flexible hours options are available for up to ten (10) days per pay period.***

This position supports the Financial Operations Division (FOD) in its mission to provide financial operations services to Department of Human Services (DHS) management and programs, promoting responsible management of public funds. Under direct supervision, the employee performs entry-level technical and paraprofessional tasks in the fields of Accounting and Public Administration, gaining skills in drafting Standard Operating Procedures (SOPs), conducting research for process improvements, and supporting grant accounting tasks.

The employee will develop proficiency in navigating, querying, and reviewing transactions within systems such as Statewide Integrated Financial Tools (SWIFT), SWIFT Electronic Reporting (SWIFT-ER), the Social Service Information System (SSIS), and the Enterprise Grants Management System (EGMS). Additional paraprofessional duties include using FileNet/Electronic Document Management System (EDMS) to scan and index documents and leveraging Microsoft Office Suite tools, including SharePoint, to assist in documenting FOD processes and procedures.

Responsibilities include but may not be limited to:
  • Drafting and documenting SOPs for various financial and grant-related processes.
  • Reviewing current procedures, identifying areas for improvement, and ensuring accurate and comprehensive documentation.
  • Research best practices and gather relevant data to support process improvements in financial operations and grant management.
  • Present findings to senior staff and contribute to ongoing process optimizations.
  • Support grant accountants by assisting with budget tracking, reviewing financial data, and ensuring compliance with federal and state grant regulations.
  • Assist in maintaining and controlling the fiscal components of the Statewide Integrated Financial Tools (SWIFT) accounting system managed by the Financial Operations Division utilizing the Accounts Receivable, Billing, Customer, Commitment Control, or Grants Management modules as assigned.

Qualifications

Minimum Qualifications

  • College students, or graduate students who have successfully completed coursework in finance, accounting, public administration, economics, data analytics, math, or other related field.
  • Other qualifications include:
    • Mathematical skills sufficient to reconcile data with SWIFT or other complex financial and procurement system;
    • Ability to understand accounting systems;
    • Ability to understand basic computer systems including Microsoft Office;
    • Ability to communicate clearly and effectively both orally and in writing;
    • Human relations skills sufficient to maintain good morale and a working relationship with other members of the team;
    • Ability to maintain the confidentiality of private information according to laws, rules, policies, and procedures;
    • Ability to work remotely.

Preferred Qualifications

  • College senior with accounting or finance major.
  • Skill in time management, attention to detail, and general problem solving.
  • Strong communication skills.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
