Job Summary
This position will represent the Minnesota Department of Commerce Division of Energy Resources and help carry out its responsibilities in the successful procurement and distribution of state and federal funds.
The position is responsible for the day-to-day administration of the Division's Federal and State Grants including, but not limited to, contracting, invoicing and the development of Request for Proposals and solicitations. The position monitors contracts with vendors, including conducting market research, defining work needed, soliciting and evaluating proposals, making recommendations for vendor selection, finalizing the terms of the contract, and initiating contract revisions to meet changing program requirements. This position oversees monitoring and compliance of contractor and grantee activities, manages related budgets and financial requirements, and ensures that contract requirements are met and all activities through closeout are performed in compliance with contract terms.
Qualifications
Minimum Qualifications
Two (2) years of experience performing analysis, exercising judgment, and relying on knowledge in grant, contract, or finance administration.
A Bachelor's degree in Business Administration, Accounting, Finance, Nonprofit Management, or related field is equivalent to one (1) year of experience.
An Advanced degree in Business Administration, Accounting, Finance, Nonprofit Management, or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
- Experience working with state or federal grant programs.
- Strong demonstratable written and verbal communication skills.
- Strong interpersonal skills.
- Familiarity with MN State Procurement Statutory guidance and policy and Federal OMB Uniform Guidance.
Preferred Qualifications
- Experience with MS Dynamics CRM environment.
- Experience working in the non-profit or government sectors.
- Experience in monitoring compliance to state and federal grant and contracting regulations.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
