Job Summary
To assist the Regional Human Resources Director (RHRD) by providing professional human resource assistance, consultation, and training to managers, supervisors and employees in the administration of labor agreements, staffing, performance management, and compensation. Under general supervision, effectively manage and administer the daily operation of the Central Office/Field Services Regional Human Resources (HR) Office allowing a full range of services are made available to all staff. Services include but are not limited to conducting and processing investigations, labor/employee relations and contract administration, performance management consultation, workers compensation consultation, unemployment compensation, insurance benefits consultation, leave (including Family and Medical Leave Act (FMLA)) management consultation, file maintenance and records management.
This position offers the flexibility of telework for most of the time, with occasional travel to our various site locations, and in person agency and statewide meetings based on business needs.
Qualifications
Minimum Qualifications
- One year of HR experience with responsibility in applying and interpreting collective bargaining agreement provisions, HR administrative procedures and policies.
All applicants who meet the above experience/education requirements will be further evaluated based on the following:
- Experience administering the Family Medical Leave Act (FMLA) and other forms of paid and unpaid leaves of absence.
- Knowledge of and ability to interpret and administer collective bargaining agreements, handle grievances, monitor and track disciplinary actions and evaluate and assist with investigations of misconduct.
- Knowledge of workers' compensation law, terminology, administration, rehabilitation and financial effects/payments.
- Knowledge of Federal and Minnesota statutes and regulations related to human resources including the ADA Amendments Act (ADAAA), Fair Labor Standards Act (FLSA), the MN Human Rights Act, and Title 7 of the Civil Rights Act of 1964, as amended.
- Knowledge of the processing of unemployment insurance claims.
- Skills in using a human resources information system (preferably PeopleSoft) to review employee/position information.
- Keyboarding skills and skills in using word processing and spreadsheet software (preferably Microsoft Word and Excel) sufficient to create and edit correspondence and develop and maintain spreadsheets to track data.
- Verbal and written communication skills sufficient to effectively explain procedural information to managers, supervisors and employees; compose correspondence and reports; and prepare and present procedural training to managers, supervisors and employees.
- Organizational skills sufficient to create and maintain adequate and organized files and data.
- Ability to handle sensitive information with tact and diplomacy and maintain confidentiality.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
- Bachelor's or advanced degree in Human Resources or a related degree program, including but not limited to Business Administration, Public Administration, Psychology, and Organizational Behavior.
- State of Minnesota human resources experience.
- Professional-level human resources experience.
- Human resources experience in a continuous, 24-hour operations organization.
- Experience in workers' compensation law, terminology, administration, rehabilitation and financial effects/payments.
- Experience in reviewing and responding to unemployment insurance claims.
- Knowledge of the Public Employment Labor Relations Act sufficient to assist in the labor relations process.
- Knowledge of Minnesota statutes and regulations related to human resources including M.S. 43A (State Personnel Management) and the Public Employment Labor Relations Act (PELRA), as well as State of Minnesota personnel policies, rules and administrative procedures.
- Knowledge of Minnesota Department of Corrections' organization, practices, and policies.
- Knowledge of the MN Data Practices Act.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.
