Job Summary
Come join the Human Resources Team at Revenue!
This position will serve as the Minnesota Department of Revenue’s primary leave management coordinator, administering all coordinated services of FMLA and other leaves of absences. The incumbent will integrate contract/plan language, federal and state law, and administrative policies/procedures in their daily work. This position will also assist with various labor relations activities including investigations, grievances, unemployment compensation and personnel data requests.
Responsibilities include:
- Serve as the Leave Management Coordinator for FMLA and all other leave requests (e.g. medical leave of absence, paid parental leave, military leave, etc.) from the agencies’ employees; with accountability for providing timely documents, communication, and information to employees, supervisors, and transactions/benefits/payroll staff in accordance with state/federal law, policy and contracts/plans.
- Assist with filing First Report of Injury reports, monitoring Worker’s Compensation cases for usage and payroll processing, employees returning to work status, and helping employees find light duty assignments within the employee’s restrictions and capabilities.
- Assist with the administration of labor relations activities, processes, reports and investigations.
- Assist with training and coaching to supervisors/managers, employees and unions on leave management.
This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.
Qualifications
Minimum Qualifications
One year of professional work experience in human resources or a related field; OR
Two years of paraprofessional/technical work experience in human resources or a related field.
Work experience must demonstrate the following:
- Experience applying and interpreting laws, regulations and procedures
- Knowledge of principles and practices of human resource management in the areas of FMLA and leaves of absence.
- Experience building positive relationships and working productively with a variety of customers, partners, and stakeholders
- Experience working with Microsoft Excel, Outlook, PowerPoint, SharePoint, and Word
Preferred Qualifications
- Experience coordinating and administering employee leaves of absences
- Ability to analyze proposed courses of action and recommend alternatives
- Knowledge of State of Minnesota personnel laws, rules, administrative procedures, labor contracts and plans
- Knowledge of employment laws including ADA, FMLA, USSERA, and Government Data Practices
- Experience applying and interpreting the State of Minnesota bargaining unit agreements and HR laws, rules, administrative procedures, and processes
- Experience with SEMA4 (PeopleSoft) and/or other HR Information Systems
- Experience developing and delivering training to various audiences
- Experience reviewing and responding to data practices requests for personnel records

Requires occasional moving of articles such as boxes and laptop computer or monitors
