Job Summary

Are you ready to play a role in protecting the health of the long-term care community in Minnesota? The Office of Rural Health and Primary Care (ORHPC) Long-Term Care Program Administrator will work to enhance infection control practices, non-emergency medical transportation, and other preventive care services in long-term care and address the needs of the direct care workforce in long-term care facilities. This position will promote collaboration with the long-term care community and develop plans and policy proposals for improving the quality and safety of long-term care in Minnesota. Position responsibilities will include, but are not limited to, the following:

  • Provide expertise on long-term care needs with a focus on rural and underserved areas of the state; develop and implement overall strategy and work plans; engage stakeholders in planning and developing programs focused on infection control, non-emergency medical transportation, and other preventive care services.
  • Administer ORHPC grant programs to ensure that funds distributed to grantees are spent in accordance with state and federal laws and guidelines.
  • Work closely with the long-term care community to address workforce challenges and enhance care standards and create a learning community.
  • Evaluate program outcomes.
  • Make policy and funding recommendations to MDH leadership and other policy makers through tailored presentations, reports, and analyses.

This temporary position is anticipated to last up to three (3) years but may end at any time. This is a hybrid telework position that requires occasional in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications

Three (3) years of experience in a public health or similar program engaging external partners and managing budgets. A degree in Public Health, Public Administration, Public Policy, or a related field may count toward professional experience as follows:

  • Associate's degree = six (6) months.
  • Bachelor’s degree = twelve (12) months.
  • Master’s degree = eighteen (18) months.
  • Doctoral degree = twenty-four (24) months

Qualifications to further be assessed during the interview process:

  • Ability to successfully manage multiple projects and timelines.
  • Experience and skill in engaging diverse partners, establishing effective working relationships, and building consensus.
  • Excellent spoken and written communication skills sufficient to present complex information to varied audiences.
  • Creativity in solving problems and ability to adapt to changing circumstances.
  • Computer skills, including proficiency with Microsoft Word, PowerPoint, and Excel.

Preferred Qualifications

  • Experience with long-term care community.
  • Experience administering federal grants
  • Experience managing grants to organizations
  • Knowledge of rural health issues and experience working with rural Minnesota partners.
  • Quantitative and qualitative analysis skills sufficient to evaluate programs.
  • Experience analyzing, developing, and recommending public policy.
  • Working knowledge of the public health system and private health care systems in Minnesota.
  • Master’s degree in public health, public administration, public policy, or related field.
