Job Summary

This position exists to lead ADSA on administration-level performance, outcome and quality measurement to inform decision making. This requires using advanced knowledge of including Disability Waivers, Elderly Waiver, Alternative Care, State Plan Home Care Services, ICF/DD facilities, Nursing Facilities, behavioral health services and housing supports to lead administrative performance measurement and data visualization through:

  • Developing, maintaining and updating new and existing internal and external publicly facing dashboards,
  • Consulting with and mentoring ADSA staff on developing and testing the effectiveness of quality measures, creating dashboards and troubleshooting data analysis and visualization software tool problems,
  • Providing technical direction and consulting with ADSA and DHS leadership on the policy, program and operational implications of performance measurement findings,
  • Working with community, legislative, county government, tribal, MNIT and other external partners to answer questions and advance analysis and measurement standards

Qualifications

Minimum Qualifications

3 years of specialized professional experience with data visualization and analytical tools. Experience must include the following:

  • Experience with and knowledge of federal and state policies, regulations and laws impacting health and continuing care delivery systems, programs and populations, including Medical Assistance programs, Home Care and community-based services (e.g., Alternative Care, Elderly Waiver, Community-First Services and Supports, and HCBS waivers) and other long-term care programs
  • Experience working with complex data sources
  • An understanding of long-term services and supports

Preferred Qualifications

  • Data privacy laws and rules imposed by the Minnesota Government Data Practices Act, the Health Insurance Portability and Accountability Act (HIPAA) and other provisions of the Code of Federal Regulations regarding the privacy of client data
  • ADA requirements sufficient to develop accessible dashboard and communication tools for internal and external websites
  • Use analytical tools, such as Excel and Tableau, to manipulate and report data and develop complex interactive dashboards
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
