Job Summary

This position will have the flexibility to telecommute, work a hybrid schedule, and/or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.

You will lead multiple special program and planning initiatives in the Rail Administration group including: the highway – rail grade crossing improvement program; implementation of a new risk-based project selection process for safety program; development of a grade crossing consolidation program; improving development and execution of construction agreements, manage freight rail discretionary grants and applications, and provide support for the state rail bank program.

You will also manage the process of selecting and delivering projects as part of this program; be responsible for developing and implementing highway- rail grade crossing standards, policies and procedures to ensure compliance with state and federal requirements while improving efficiency and effectiveness.

Qualifications

Minimum Qualifications

Three years of advanced professional experience in the following areas:

  • Experience coordinating transportation projects and interpreting plans, scoping, design and construction criteria;
  • Experience consulting on State and federal laws, policies, rules, and regulations regarding highway railroad grade crossings sufficient to evaluate and interpret impact on transportation studies, plans, and planning projects;
  • Experience with funding processes, RFI’s, RFP’s, partnership agreements, consultant contracts and construction contracts;
  • Experience reviewing policies and procedures, sufficient to edit, revise and create program policies and procedures;
  • Ability to present (oral, written) complex data stake holders at public meetings, statewide settings, etc.
  • Experience with research and analysis techniques sufficient to direct and formulate roadway improvement project study design, methodology and determine acceptability and/or reliability of outcomes or conclusions;

Preferred Qualifications

  • Experience with roadway geometric design standards.
