This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
As the Mainframe z / OS Systems Programmer you will play a pivotal role in overseeing our mainframe environment's comprehensive operation and maintenance. This position involves actively supporting operations, programming tasks, and establishing connections with interconnected systems within our environment. The incumbent will engage regularly with Console Operators, Programmer Analysts, and various user groups to ensure the seamless availability of the mainframe environment. This collaborative dialogue is essential for supporting other user areas relying on our mainframe for their business applications.
Clear and consistent communication with end-users, MNIT leadership, and other MNIT technical support teams is essential to prevent conflicts between mainframe maintenance and business requirements. The Mainframe z / OS Systems Programmer will also proactively research new product versions, evaluating their interactions and dependencies on other inventory items. This research may also include looking for alternatives that allow mainframe customers to process on non-mainframe platforms. Rigorous testing in controlled environments precedes the integration of these products into production, ensuring that our systems remain current and efficient.
This position is currently eligible for full-time telework :
Telework (https : / / mn.gov / mmb-stat / policies / 1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in mainframe operating system and maintenance.
Experience must include :
Extensive knowledge of IBM Job Control Language (JCL), JES2, SMP / E, and z / OSMF.
Managing mainframe z / OS operating systems and associated applications and tools running on the zOS platform.
Installing and maintaining CICS and MQSeries on z / OS including running commands or using MQ Explorer to manipulate Channels and Queues.
Resolving CICS issues, including looping tasks and storage shortages.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
Knowledge of security within CICS and MQSeries (ACF2 / RACF).
Ability to manage and maintain CICS definitions.
Knowledge of maintaining CICS Assembler exit programs.
Knowledge of supporting SMR, LDAP Server, coupling facility structures and others.
Knowledge of Unix System Services, and UNIX command syntax.
Knowledge of privileged access / user management (ETF / A).
Must be able to work with minimal supervision and work well under pressure.
Ability to analyze problems logically and to isolate failing components
Ability to work well with all kinds of technical and non-technical personnel.
