The Compliance Section within the Office of Special Education supports the mission of the Department of Elementary and Secondary Education and the Vision of the Division of Learning Services by providing leadership in establishing standards which promote improved outcomes for students with disabilities as well as consistency in the procedures public agencies implement for meeting compliance with state and federal regulations.

  • Collaborate with other Office of Special Education (OSE) and Department staff in planning, developing, implementing, and aligning long-term strategies and operations to achieve goals set out in the Missouri State Performance Plan (SPP) for Special Education, the Special Education State Systemic Improvement Plan (SSIP), and the Department Strategic Plan.
  • Supervise the Compliance Section to include overseeing activities and communications (verbal and written) regarding compliance, evaluating the performance of staff, and coordinating section meetings.
  • Provide interpretation of federal and state statutes, regulations, policies, and procedures related to compliance with Part B of the Individuals with Disabilities Education Act (IDEA).
  • Direct the process of development of state regulations implementing Part B of IDEA.
  • Oversee development/revision and dissemination of the State Model Compliance Plan, The Parents’ Guide to Special Education, The Parents’ Bill of Rights, Procedural Safeguards, state model and general section forms, and guidance documents necessary for implementing the compliance requirements of Part B of IDEA.
  • Oversee the planning, development, and maintenance systems for Section data collection including, but not limited to, IMACS, ePeGs, Educational Surrogate, complaint system, and call tracking.
  • Collaborate, as requested, with Legal Counsel and the Child Complaint Investigator in the oversight of the Part B Child Complaint system including child complaint investigations, due processes, and mediation.
  • Direct the development of an IEP Facilitation system in Missouri.
  • Oversee collaboration with OSE (Part C, Effective Practices) and other Department staff to ensure effective policies and procedures are in place to provide for an effective transition of children from Part C to Part B.
  • Attend and/or present at local, regional, statewide, and national meetings and conferences related to job responsibilities, as requested.
  • Serve on internal/external committees, councils, and workgroups, as requested.
  • Perform other related work as assigned.

Minimum Qualifications

  • Bachelor’s Degree from an accredited four-year college or university with a major in special education or equivalent area.

OR


  • Four or more years of teaching, coordination, supervision or administration of special education, or related experience that contributes directly to the understanding of activities of this assignment.
