We are open to understaffing as a Budget Management Analyst I for candidates with an interest in development but not currently meeting Budget Management Analyst II qualifications. Budget Management Analyst II $27.977 per hour (exempt). Budget Management Analyst I $22.520 per hour (non-exempt).

Job Duties: Provides fiscal policy and management support, advice, and consultation to the Governor, state agencies, legislature, and other government officials. Evaluates program effectiveness and efficiency and makes recommendations on program and budget policy, emphasis and direction. Develops, reviews and monitors management and budgetary reporting systems including automated financial and budgeting systems. Researches and drafts legislation and prepares fiscal notes for executive and legislative determination of fiscal impact of specific legislative bills. Reviews and analyzes agency budget requests with subsequent presentation of analysis to the Governor and senior staff. Confers and makes formal presentations regarding budget options to agency directors and the Governor concerning specific agency programs, facilities and staffing patterns. Prepares Governor's budget recommendations. Aids department heads in implementing new programs by providing necessary fiscal and management analysis and information. Performs other duties as assigned within the scope of the classification.

Requirements / Qualifications:
Minimum Qualifications:
Budget Management Analyst II: A bachelor's degree in public administration, finance or economics or related area plus four years of work experience in public administration, finance, economics or related area. Experience may be substituted for education on a year-for-year basis.
Budget Management Analyst I: A Bachelor's degree in public administration, finance, economics or related area plus two years of work experience in public administration, finance, economics or related area. Experience may be substituted for education on a year-for-year basis.
Preferred Qualifications: Preference will be given to candidates who possess a Bachelor’s degree or higher in any of the stated educational areas. Ideal candidate will have experience or training in delivering formal presentations regarding financial/budgetary issues. Experience in data analysis and research utilizing spreadsheets and databases such as Microsoft Excel and/or Access.
Other: Regular and Reliable attendance is required. Top Candidate will be given a Microsoft Excel Exam.
Knowledge, Skills and Abilities: Skills in presentation and explanations of complex concepts to leadership/executive level personnel.
