Job Description:
If you’re comfortable with new technology and data analytics, this could be a great fit! This position will take the lead on administering the OpenGov software to synthesize financial data. The hiring team is looking for someone who is analytical and has a high attention to detail, and experience interpreting financial data is a bonus!

Office Location: This position is assigned to our office located at 84th & O St, Lincoln, NE.
Pay Grade 11, Step 1: $83,352.51/year ($84,393.74/year after pay structure increases on June 30, 2025)
This rate is based upon available budget funds; any offer will be made at this rate.

Essential Functions
- Conducts budget and cost-benefit analyses and projections, and advises Nebraska Department of Education (NDE) leadership on financial status. Assists with budget rebalance plans, reduction packages, and forecasts.
- Gathers, analyzes, and interprets financial data to generate forecasting reports to assist with financial planning.
- Manages financial system to increase budget transparency and optimize system use.
- Prepares a variety of financial reports (e.g., expenditure, revenue, account status, budget forecast) and completes fiscal, statistical, and quantitative analysis to determine program and fiscal impact, assess financial needs, and prepare fiscal statements and performance measures.
- Maintains financial databases and records, including coordinating and analyzing data purges, determining validity, and reporting on data significance.
- Assists with data preparation to inform the Nebraska Department of Education (NDE) annual deficit and biennial budget submissions.
- Monitors fiscal performance by analyzing expenditures against budget projection and revenues, and recommends reallocation of funds or other budget changes.
- Translates appropriated budget data into usable data by office, program, and funding source. Analyzes data for relevance and accountability.
- Identifies operational strengths and weaknesses, including areas of non-compliance, and recommends corrective actions. Develops and implements procedural improvements, and evaluates program operations to advise on other continuous improvement opportunities.
- Research, develop, and maintain fiscal models providing short and long-term fiscal impacts of proposed or existing policy changes.
Working Conditions and Travel:
This position requires approximately 95% of work time spent in an office environment; the remaining 5% is spent traveling or working in alternative sites such as off-site meetings, other agencies, or conferences. There is also approximately three days of overnight travel per year.
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree in a related field and four years of experience related to the essential functions of the position. Any equivalent education and/or work experience may be substituted in order to meet the minimum qualifications of the position.
Preferred Qualifications: Bachelor’s degree in a related field (e.g., Business, Public or Non-Profit Management, Finance, Accounting, Public Administration) and at least five years of experience preparing, analyzing, and administering a budget or fiscal system, including modeling, forecasting, and analyzing fiscal information.
