DUTIES:
- Under direction of Agency Security Administrator and within the parameters of agency policy, responsible for the coordination and planning of the agency emergency preparedness program compatible with the National Incident Management and Incident Command Systems.
- Maintain an emergency preparedness system to include prevention, prediction, preparation, and practice to guarantee a continual and comprehensive approach to emergencies.
- Serve as the Central Office emergency specialist. Ensure that the Central Office Emergency Operations Center is equipped with the necessary materials & resources and serve as the Liaison Officer to the agency Director during periods of activation.
- Develop and implement emergency exercises. Develop and present emergency training.
- Coordinate and participate in Internal Critical Incident Reviews as directed.
- Maintain good working relationships with NDCS team members and outside agencies (i.e.: NEMA, local emergency managers, and other State agencies).
Requirements/Qualifications
Minimum Qualifications: Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.
Preferred Qualifications: Associate's degree in criminal justice, Certified Emergency Manager, or any field related to the scope of work. At least three years of diverse, progressive correctional experience. At least one year of supervisory experience. Experience in curriculum development, training, investigations, audits, and reviewing documents and formulating written responses to same.
Other: Must have valid driver's license. Applicants accepting a job offer must pass the following pre-employment exams in this order: medical exam, and at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.
Knowledge, skills & abilities
Knowledge of agency emergency policies and industry best practices; general security policies; applicable statutes, ACA standards, rules and regulations. Skills in oral and written communication; critical thinking; crisis intervention/prevention; development of work and resource usage plans; implementation of performance improvement actions; prioritization/organization of multiple tasks/assignments/projects; operation of computer equipment and other office technology. Ability to organize and present facts and ideas specific to agency emergency preparedness needs, plans, and objectives; summarize technical data and conclusions into reports; plan, organize, and guide the work of others; learn agency programs, functions, policies, processes, communications channels, and objectives related to assigned responsibilities; manage multiple assignments in accordance with defined work priorities and due dates; understand and enforce expectations of emergency preparedness; communicate effectively with other team members, the public and the inmate population; respond to emergency situations as directed to provide guidance and resource allocation; complete necessary emergency training/certification.
