Job Description:
Although duties can vary, most of your time will be spent accepting, reviewing, and processing permit applications for approval or denial by the District Engineer. These permits primarily involve public and private utilities (such as fiber, electrical, gas, and water) requesting use of existing NDOT Right of Way. The Permit Officer is responsible for reviewing plans to ensure compliance with NDOT Utility Policy and identifying potential conflicts with NDOT projects. This position is primarily office-based (approximately 95%), with occasional field trips to assess sites in person.

Job Duties:
Under limited supervision:
- Issue permits that are placed upon ROW while enforcing appropriate codes and standards. Types of permits include: all types of driveways, utilities, occupancy, banners, etc.
- Review applications for revisions in access control, obtaining pertinent detail, assessing safety and operational impacts and, if necessary, recommending alternatives.
- Issue and maintain compliance of commercial advertising sign permits and salvage yards, to conform to NDOT and Federal rules and regulations.
- Assist in Nebraska Logo (LOGO) and Tourist Oriented Directional Signs (TODS) and similar programs.
- Inspect permits in accordance with standards and policies to ensure work is completed as approved.
- Conduct visual surveys and patrol of highways and interstates to monitor the right-of-way to detect violations of State statutes and/or encroachments.
- Respond to contacts from all internal and external customers.
- Manage contacts with the public, interpret rules and regulations, respond to questions in all aspects of the job and correct violations by phone, e-mail, and/or personal contact.
- Use computers extensively in all facets of the job.
- Plan, organize and schedule work assignments/courses of action, as directed, to meet the goals and objectives of the assigned activities.
- Review incoming correspondence and prepare responses.
- Process and/or approve all paper/computer work and create/maintain records/filing as needed
- Perform other duties as assigned.
Requirements / Qualifications:
Minimum Qualifications: Post-high school coursework or experience in using plans, blueprints, and similar engineering documentation related to right of way, construction, design/drafting, or surveying activities. OR Post-high school coursework or experience in preparing contracts and other legal documentation.
Preferred Qualifications:
- Experience reading right-of-way plans.
- Experience in inspection or row permits.
- Experience or education in office functions and records management.
- Experience using MicroStation, Microsoft Word, Excel and Outlook.
Other:
- Valid driver’s license or ability to provide independent transportation.
- Ability to maintain regular and reliable attendance.
Knowledge, Skills and Abilities:
Knowledge of rules and regulations regarding LOGO, TODS, junkyards, outdoor advertising and similar programs. Ability to work under pressure. Good interpersonal skills and the ability to deal professionally with the public, communicate effectively, and establish cooperative working relationships. Ability to manage time, organize work to meet deadlines and ability to prioritize requests. Proficiency with personal and mainframe computers and associated applications including word processing, spreadsheets, electronic communication, presentations, and databases. Ability to understand the principles and terminology of design, construction, contracts, guides and counsels to ensure consistent application of NDOT policies, procedures, and standards.
