Job Description:
Responsibilities and Duties:
- Coordinate the development and approval of contracts, contract documents and forms, in compliance with Agency, federal and program requirements.
- Coordinate the development and approval of subawards and subaward documents in compliance with Agency, federal and program requirements.
- Coordinate the procurement process to complete grant applications, requests for contracts, services and procurement of program materials and resources.
- Maintain Program compliance with agency policies and processes and federal regulations and guidance regarding contracts, grants, financial management and payments.
- Prepare reports and determine responses to meet program regulations.
- Analyze data and make recommendations regarding budgets and expenditures.
- Track and maintain status information on contracts, grants and projects for purposes of contract management and managing program budgets and funding requests.
- Research and answer questions from contractors, subrecipients, program staff and others regarding fiscal requirements, funding, payments and other financial related issues.
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal-related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.
Preferred Qualifications: A candidate who is detailed, thorough, accurate and analytical. Ability to complete a process from start to finish including analyzing, evaluating, and documenting. Understanding of federal grants and grants management.
Knowledge, Skills and Abilities:
- Working knowledge of accounting practices and principles and fiscal administration, including budgeting, financial reporting, budget and fiscal analysis methods and practices.
- Skills in written and verbal communication, organization, critical thinking, ability to manage multiple tasks at a time, ability to prioritize and adapt to changes, and working in a team environment. Analyzing information and presenting recommendations.
- Managing state and/or federal grants and/or managing the financial aspects of the grant. Completing federal reports. Conducting financial reviews, researching and answering questions about grants/and/or grants management.
- Proficiency in Microsoft Office including but not limited to Excel and Word. Using Excel for financial management including developing spreadsheets and tables.
- Drafting contracts and subawards, reviewing documents, assessing information, drawing conclusions, making recommendations and providing approvals in accordance with state and federal regulations
