Job Description :
A stimulating position filled with growth opportunity exists at the Nebraska Department of Correctional Services (NDCS) for a detail-oriented Procurement Manager. NDCS operates nine (9) correctional facilities statewide, with over 2300 teammates providing custody and programming for over 5800 individuals. The NDCS procurement division's purpose-driven duties include contracting for inmate re-entry and programming, physical and behavioral health care, inmate media, basic life / health / safety needs, and ensuring the efficiency of agency spending in compliance with statute and policy. This position directly supervises a team and provides training and contract review for the procurement division. Duties include contract and procurement systems oversight and enterprise-wide policy administration activities. This position is responsible for the procurement of commodities and services, including the development of highly technical specifications :
- Manages a contract portfolio.
- Bids, awards, monitors and manages contracts in compliance with state statutes and procedures.
- Works multiple projects simultaneously to meet deadlines.
- Supervises a highly motivated team to ensure superior customer service, coaching and onboarding for internal agency purchase request and contract management systems.
- Recommends method for streamlining or updating team processes.
- Writes agency requests for contract implementation or renewal as necessary.
- Works with internal customers to write Scopes of Work and contract performance measures.
- Supports the NDCS Materiel Administrator to achieve shared goals for the procurement team and the agency.
Requirements / Qualifications
Minimum Qualifications : Bachelor's degree in business administration, procurement, supply / inventory operations or related field AND six years procurement experience with at least two years of experience in leading and / or supervising professional level procurement teams. Experience can be substituted for education on a year for year basis.
Preferred Qualifications : Experience in public sector purchasing and / or contract management. Experience with using a formal sealed bid process for services or goods. Experience with State purchasing procedures, state statutes, cross-agency communication, and contract compliance monitoring. Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint. Excellent oral and written communication skills.

Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.
