The Position

Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid projects/programs administered by State agencies and provide assistance to recipients in evaluating program effectiveness.

Under close supervision, incumbents receive training in performing all or part of the duties described in the series concept. This is the trainee level in the series and incumbents may progress to the next level upon meeting the minimum qualifications, satisfactory performance and with the approval of the appointing authority. This recruitment is for a Grants & Projects Analyst Trainee underfilling a Grants & Projects Analyst 2 position. The incumbent may auto-progress to the next level of the Grants & Projects Analyst series after meeting the minimum qualifications for the classification and satisfactory performance and endorsement by their appointing authority.

This position is located at the Nevada Division of State Parks' main office in Carson City, Nevada. Under direction incumbents perform a variety of duties related to grants; develop and maintain documents for the Recreational Trails Program (RTP) and Land and Water Conservation Fund (LWCF) grant programs to include procedural manuals, applications, agreements, outreach materials, tracking forms, and financial spreadsheets; provide technical assistance to interested parties regarding the RTP and LWCF programs to include project specifications, application process, program regulations, and grant management software; conduct inspections of RTP and LWCF projects to determine adherence to scopes of work detailed in signed agreements; request and review reimbursements and quarterly reports from grantees; ensure that projects are in compliance with 2 CFR Part 200, the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), in coordination with the Federal Highway Administration (FHWA), Nevada Department of Transportation (NDOT), and National Park Service (NPS); assist in the development of grant program policy, strategy, and schedules; assist in planning and delivery of annual advisory committee (grant selection) meetings; research, compose, and implement required management documents to include Programmatic Agreements (PA), Memorandum of Agreements (MOAs), and the State Comprehensive Outdoor Recreation Plan (SCORP). *** THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED. To Qualify

In order to be qualified, you must meet the following requirements:

Qualifications

Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field; OR graduation from high school or equivalent education and two years of journey level technical or paraprofessional grants experience which includes duties such as assisting with writing grant applications; determining grant/subgrant program eligibility; providing technical assistance to grant/subgrant clients; and/or assisting with fiscal aspects of grants/subgrants; OR two years of paraprofessional experience equivalent to an Administrative Assistant III or Accounting Assistant III in Nevada State service which included assisting in performing grant duties as described above; OR an equivalent combination of education and experience as described above. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
