The New Mexico Department of Transportation (NMDOT) Right of Way Bureau (ROW) is responsible for ensuring strategic oversight of all right of way activities, providing fair property valuations, and conducting effective negotiations with property owners impacted by highway improvement projects. ROW supports the NMDOT to assist Department right of way personnel and other governmental agencies when utilizing Federal-aid funds in complying with both state and federal laws, regulations, and directives.

The primary function of this position is to assist in acquiring property for NMDOT Right of Way and roadway projects.
How does it get done?
Key responsibilities of this position will include:
NMDOT staff, District and Regional Offices, Right of Way Bureau staff, Project Development Engineers, and Office of the General Counsel. Customers will also include landowners, consultants regarding road construction projects, public municipalities, other governmental agencies, and the traveling public.

Minimum Qualification
Associate's degree in Business Administration or Finance and two (2) years of experience in real estate, appraisals, real estate appraisals, accounting, auditing, finance, and/or collections. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is primarily performed in an office setting with exposure to exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone phone usage. Work is also performed outdoors, periodically. Some sitting, standing, bending, and reaching may be required. Travel is required which may include extended day trips and possible overnight stays.

- Preparation of documents associated with purchase offer and payments of real estate being acquired.
- Negotiation with land owners to acquire needed property
- Maintenance of a negotiator's log containing communication and correspondence pertaining to the acquisition.
- Verification of legal descriptions and right of way maps to ensure accuracy prior to purchase of property.
- Review and utilize appraisal reports and title reports associated with the property acquisition.
- Maintain open lines of communication with all parties involved, including the landowner, NMDOT Project Development Engineers, NMDOT Office of the General Counsel, and other NMDOT staff and consultants regarding road construction projects.
