Why does the job exist?
This position manages the Employee / Labor Relations Bureau. It provides advice and guidance to staff, employees, supervisors, managers and District Human Resource (HR) managers statewide in all areas related Employee and Labor Relations matters.
How does it get done?
Ensures consistent and proper administration of agency Administrative Directives (ADs), Family Medical Leave (FML), employee complaints / grievances, Workers Compensation (Workers Comp) / disability claims, disciplinary matters, donated leave requests, Americans with Disabilities Act (ADA) requests, Alternative Dispute Resolution (ADR) requests, EEOC / Human Rights Bureau complaints, and the AFSCME collective bargaining agreement (CBA).
Ensures programs are monitored and are in compliance with applicable ADs, agency past practices, General Services Department (GSD) guidelines, State Personnel Board (SPB) Rules, state and federal laws, and employment laws.
Oversees a team of four (4) Employee & Labor Relations Specialist II's.
Trains staff, supervisors, managers, and District HR managers in all areas of Employee / Labor Relations matters.

All NMDOT employees, supervisors, managers, and District HR managers.
Ideal Candidate
The ideal candidate will have the following :
- Excellent verbal and written skills.
- Excellent customer services and communication skills.
- Familiarity with AFSCME's CBA.
- Experience investigating and drafting disciplinary actions and grievance responses.
- Experience administering and overseeing FML, ADA, ADR requests and Worker's Comp
and disability claims.
Minimum Qualification
Bachelor's degree in any related field and five (5) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and / or occupational analysis. One (1) year of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling nine (9) years, to include one (1) year of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required.
