The NM DOH Family Planning Program (FPP) State Office staff work on fulfilling Title X grant requirements, including overseeing the quality of Title X services provided in Title X clinics statewide. We are responsible for a wide variety of essential public health services, some of which are sensitive or controversial, such as a full range of family planning services, including the ¿morning after¿ pill, IUDs for teens, contraception, and referrals for abortion and adoption counseling with or without parental consent per state statute, contracts with Planned Parenthood, and costly sterilization coverage for undocumented immigrants.
Why does the job exist?
The purpose of this position is to provide supervision and direction for the administrative section of the Family Planning Program (FPP) and management of fiscal operations for the program, which contributes to provision of reproductive health services statewide. This position is essential to all FPP services including clinical services, education programs and the prevention of unintended pregnancy.
How does it get done?
Key responsibilities include advanced-level fiscal and budget oversight and management, including budget analysis, budget development, projections, and revenue/expenditure reconciliation and oversight and management of the Program's fiscal operations, including direct supervision, leadership, and support of administrative staff.
This is done by monitoring the Program's budget, tracking personnel expenditures and vacancies, completion of federal financial reports/forms, completing and revising budget justifications, and participation in Program grant writing and budget requests.

Customers include Public Health Office field office staff, DOH/ASD staff, DOH/PHD Financial staff, and state office staff.

Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and cellular telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Position might require infrequent travel, both in-state and out-of-state.
