All positions at the Public Education Department are based in Santa Fe however some may operate through our Albuquerque office based on home address and space availability.

The Office of Special Education will provide supports to districts, parents and SWDs to ensure outcomes of a free appropriate public education for students protected under the Individuals with Disabilities Education Act (IDEA). We will review data to make decisions that will impact support for SWDs to meet college and career ready standards through equitable access to rigorous courses, high-quality instruction, and appropriate supports.
Why does the job exist?

The Financial Coordinator position in the Office of Special Education supports the fiscal requirements as required by the Individuals with Disabilities Education Act Part B (IDEA-B) and State special education rules and regulations.
How does it get done?

Research and process MOE calculations for LEAs (20%)
  • Running and reviewing LEA expenditure reports from OBMS. Reviewing calculations submitted by LEAs for accuracy and to ensure federal Maintenance of Effort (MOE) requirements are met. Informing LEAs when MOE is not met and seeking repayment as needed.
Assist in IDEA planning and fiscal allocations for sub-recipient awards (20%)
  • Calculating and preparing actual IDEA B funding amounts to be awarded to LEAs, based on the federal funding formula. This is completed three times each year, for planning and final awards, as well as re-allocation of high-cost funds if needed.
Assist with RFRs and BARs through OBMS (15%)
  • Review and approve/disapprove RFRs and BARS according to the LEAs approved IDEA B application and federal and state requirements. Work with LEAs if needed to collect additional information. Remain current with all requirements of the IDEA-B grant to apply to approvals/disapprovals.
Support OSE management with the annual IDEA-B award for the US Department of Education (15%)
  • Provide information and financial data required to complete the state IDEA B application, as requested. Assist with the posting and obtaining stakeholder feedback on the application.
Assist in developing standard operating procedures (15%)
  • Prepare operating procedures for each task the position is responsible for. The operating procedures will include a timeline for activities outlined in the procedures to be completed.
Prepare fiscal reports as needed (15%)
  • Prepare financial reports/data as needed for internal and external stakeholders. Prepare data to be reported to the Office of Special Education Programs (OSEP) including but not limited to the MOE/CEIS submission.
Any other actions as directed by the Director and Deputy Directors of the Office of Special Education.
  • Other duties as assigned and required for the effective and efficient operation of the Office of Special Education.

Students with disabilities are the principle customers. Other stakeholders are local education agencies, internal customers including the New Mexico Public Education Department's Secretary of Education and the Governor.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
