The Office of Primary Care and Rural Health (OPCRH) advocates for quality health care delivery systems for all New Mexicans and provides information, referrals, education, health planning for New Mexico communities, grant opportunities, and technical assistance. The goal is to improve access to quality healthcare by providing collaborative leadership and resources to healthcare and community organizations.
Why does the job exist?
This position of the Office of Primary Care and Rural Health (OPCRH) will be responsible for coordination and activities for the Medicare Rural Hospital Flexibility Grant Program (Flex) and Small Rural Hospital Improvement Program (SHIP) Federal grant programs. Incumbent will coordinate program planning, program evaluation, and prioritize resources that will strengthen access to care for rural and underserved New Mexico residents. Incumbent will assist with allocations and disbursements of federal resources in accordance with established guidelines and federal grant reporting requirements. Incumbent will collect and analyze data to help address needs to improve access to preventive and emergency health care services for rural populations. Incumbent will research and prepare grant applications for funding, and provide support, communication, and information to stakeholders to access health care services in rural and underserved areas throughout New Mexico.
How does it get done?
1) Responsible for the coordination and activities for Flex and SHIP Federal grant programs, including managing and submitting all federal reporting requirements.
2) Responsible for monitoring multiple contracts developed under both grants.
3) Provide technical assistance and support to Critical Access Hospitals (CAHs), small rural hospitals, and rural EMS services in New Mexico.
4) Establish strong working relationships, build support, and mobilize partnerships to advance OPCRH and DOH goals.

Minimum Qualification
Associate degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, and/or contract management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
This position includes activities carried out in a cubicle setting, with considerable and constant exposure to visual/ video display terminal (VTD) and computer use, phone usage, and extended periods of sitting. In-state and out-of-state travel is required. Responsibilities include meeting numerous deadlines and the ability to manage multiple assignments concurrently is necessary. Ability to lift up to 40 pounds.
