The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

The purpose of the position is to align with the ECECD vision: A culture where all New Mexican families and young children are thriving. This is achieved through a home visiting approach that emphasizes the immediate postpartum period.
How does it get done?
The Home Visiting Nurse III will follow identified home-visiting and/or care coordination protocols, keeping detailed records of client observations and activities. They will document family assessments and program evaluations in real time using a computerized record system. The nurse will adhere to scheduling protocols and to support face to face visits for pregnant individuals and children ages 0-3. Nurses will conduct assessments of both mother and baby in the home or in office to determine their well-being. This includes assessing family needs across domains of physical and psychosocial well-being. The nurse will use clinical skills to appraise situations and make informed decisions, establishing a trusting relationship with families during in-home visits. They will work with families to create a support plan with goals, objectives, and activities that address family strengths and needs. They will collaborate with a team to ensure appropriate referrals and connections to community resources are made and links established, they will assist parents in making and attending appointments with doctors and social service agencies, and act as a liaison between families and other community agencies. They will apply their knowledge of parent-child interaction, maternal and child health, child development, and child abuse/neglect to help families improve parenting skills, increase supports, reduce stress, and address parental needs. The nurse will assist in creating care plans according to the priorities of the family. They will respond to client needs through flexible scheduling, including occasional evening or weekend visits if needed. The nurse will apply effective time-management, organizational, and multitasking skills, with documentation completed in compliance with state guidelines, ideally within 24 hours of the encounter. In addition, they will participate in weekly team meetings, clinical supervision, staff gatherings, community outreach and other mandatory sessions. The home visiting nurse will contribute to the growth and development of their colleagues while providing support to nursing services in the Family Foundations Bureau within the Families FIRST program.

Minimum Qualification
Must possess a current license to practice as a Registered Nurse in New Mexico, or eligibility for such licensure in accordance with New Mexico requirements, or eligibility for a temporary license issued for employment at a specific institution in New Mexico and three (3) years of experience as it pertains to the essential duties and responsibilities of the classification.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Direct client interaction and some travel may be required.
