Why does the job exist?

The IT Chief Data Scientist will ensure that The Health Care Authority (HCA) is on the innovative edge of analytic solutions and algorithms to facilitate informed decisions and play a key role in moving HCA into the realm of prescriptive and cognitive analytics.

The IT Chief Data Scientist will:
Increase the data literacy of HCA at all levels and thus provide additional tools that will meet HCA's goal of implementing innovative technology to provide unparalleled, convenient access to services and information;

Develop relationships with cross-departmental partners to build collaborative work for analytics in support of driving policy, removing inequality, and promoting equity for New Mexicans cross departmental programs;

Translate business needs into analytics/reporting requirements to support executive decisions and workflows with required information;

Encourage informed risk-taking and acts as a catalyst for innovation generating practical, sustainable and creative options to solve problems and create departmental opportunities, while maximizing existing resources and;

Perform large-scale experimentation and build data-driven models to answer business questions.

How does it get done?

The IT Chief Data Scientist will serve as the department's lead expert in and sharing best practices and approaches regarding statistics, data modeling, applied mathematics, quantitative research, and predictive modeling.

The IT Chief Data Scientist is responsible for:
Developing a training program covering basic statistics and data analysis tools for new analysts and interested staff to further move the department towards data-driven decisions;

Applying statistical analysis and visualization techniques to various data, such as hierarchical clustering, T-distributed stochastic neighbor embedding (t-SNE), or principal components analysis (PCA) machine learning;

Ensure effective designs and quality deliverables in the machine learning space by designing and developing machine learning and deep learning systems, running machine learning tests and experiments, implementing appropriate machine learning algorithms;

Provide technical support on internal studies relating to: evaluation of outcomes, processes, and program implementation; needs assessments, performance measurement; feasibility studies; ex post/ex ante studies; program monitoring and others as needed and;

Researching and implementing cutting-edge techniques and tools in machine learning/deep learning/artificial intelligence to make data analysis more efficient.

Minimum Qualification

Master's degree in Statistics, Data Science, Mathematics, Physics, Economics, Engineering, or related quantitative field. Six (6) years of relevant project experience in successfully launching, planning, and executing data science projects, including statistical analysis, data engineering, and data visualization including two (2) or more years of business experience, ideally in business management at or above mid-management level. Any combination of education from an accredited college or university in a related field and/or direct experience in master data management, data analytics, or data engineering totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), and extensive personal computer usage. This position may require travel.
