Why does the job exist?
The position will be responsible for providing water resource services to the Lower Rio Grande (LRG) Program Manager and to executing drought resilience projects in the LRG including: (1) assisting with an assessment of the conditions of sediment dams and their potential for stormwater capture, environmental benefits, and aquifer recharge (2), researching and developing a plan for depletion management, and (3) exploring desalination and reuse opportunities for brackish aquifers in the LRG. The work accomplished each year will be dependent on annual project priorities and work plan approval from the New Mexico Interstate Stream Commission (NMISC). The position will also be responsible for helping to achieve project milestones and maintaining compliance with monitoring and program performance reporting requirements.
How does it get done?
1) Rapid Assessment of Existing Stormwater Infrastructure (i.e., dams, catchments) - Under the direction of the LRG Program Manager, oversee an assessment of existing stormwater infrastructure, and produce a prioritized list of projects, based on multiple objectives. This project will include identifying structure and land ownership, access constraints, structural conditions, legal and institutional constraints, and potential for environmental benefits, stormwater capture, and aquifer recharge.
2) Depletion Management - Under the direction of the LRG Program Manager, assist with researching other depletion management programs. Evaluate opportunities for water conservation and leasing land in the Lower Rio Grande. Explore the role that OpenET and other datasets and tools could have in depletion management. Evaluate relevant existing datasets and tools and maintain familiarity with ongoing research and water resource projects in the area.
3) Brackish Aquifer Reuse and Desalination - Under the direction of the LRG Program Manager and Special Projects Lead, assist in developing and implementing a plan for geophysical exploration of the Santa Teresa Aquifer and other aquifers in the LRG.
4) Manage Milestones and Reporting - track and report project milestone progress.
Who are the customers?
Water users in the LRG. This position aims to support continued access to water for irrigation use, support Rio Grande Project
deliveries , decrease flooding of Rio Grande-adjacent lands, decrease channel sedimentation, and implement measures to build water supply resilience under prolonged aridification, in an environmentally sound manner.
Ideal Candidate
1. Experience with water resources, including the ability to conduct and review complex technical analyses of hydrologic systems.
2. Experience with maintaining and tracking projects and database systems.
3. The ability to give presentations and explain program goals, objectives, and progress.
4. The ability to work closely with the program manager and other team members to ensure that program objectives are met
consistently and with sound, defensible judgment.
5. The ability to communicate effectively both verbally and in writing.
Minimum Qualification
Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Working Conditions
Office setting, exposure to extensive personal computer and telephone usage, travel to district offices and water sites for field
visits will be required as well as the requirement to work extended hours on occasion. May lift up to 40 pounds and be exposed to inclement weather at times. May need to walk on uneven terrain and stand for extended periods of time
