The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?
The Medicaid Home Visiting Program Monitor position exist to provide overall support for the coordination of quality home visitation delivery of services statewide for families and children through a prenatal to five spectrums. This position is specific to provider enrollment to become a Medicaid provider, support and oversee the managed care organization contract of evidenced-based home visiting models, and overall comprehensive oversight of the statewide home visiting system inclusive and not limited to state and federally funded evidence-based agencies. Adherences of state and federal policies and procedures, continuous quality improvement, budgetary oversight, and assurance that statewide home visiting programs deliver appropriate, culturally and quality services to families and children statewide. Lastly, support and develop alignment across statewide programs for the delivery of preventative home visiting programs.
How does it get done?
The key responsibilities of the position include support for home visiting providers to become Medicaid eligible for home visiting. The Medicaid Home Visiting Program Monitor will support the home visiting provider through the necessary steps outlined in the New Mexico Medicaid Home Visiting Process Map to obtain their National Provider Identifier and Medicaid Provider ID, create contracts with New Mexico Manager Care Organizations, and provide guidance and technical support on the process of completing electronic claims for services rendered. In addition, this position will provide ongoing technical support to contracted provider to ensure community-based providers adhere to the New Mexico Home Visiting Standards, The Home Visiting Accountability Act, and state and federal policies and procedures.

New Mexico children and families, from prenatal to five years old or until kindergarten entry.
Ideal Candidate
The ideal candidate should have experience in medical billing, submitting claims to clearinghouses, and managing denials. They should also have a background in contract compliance, regulatory adherence, and quality assurance. Additionally, they should be adept at maintaining records, databases, or files to meet local, state, and federal compliance requirements. The candidate must be skilled at managing multiple programs simultaneously and prioritizing tasks effectively. Proficiency in Microsoft Word and Excel, including the use of formulas, pivot tables, and graphs, is essential.
Minimum Qualification
Bachelor's degree in Social Work, Psychology, Guidance and Counseling, Education,
Sociology, Criminal Justice, Criminology, and / or Family Studies / Services and four (4) years of any combination of experience including working with communities, working on health or social service related matters, social work / case management experience, behavioral health, and / or health care. Any combination of education from an accredited college or university in a related
field and / or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Direct client interaction and some travel may be required.
