A non-certified UNDERFILL position is a position that is available to applicants who are currently not certified law enforcement officers but have the qualifications to attend the Law Enforcement Academy to become a certified law enforcement officer.
This position plays a dynamic and vital role in ensuring public safety and creating a welcoming environment at Pancho Villa State Park. As a commissioned officer, the role involves patrolling the park to enforce state, local, and federal laws while prioritizing visitor safety and responding to emergencies. Responsibilities include performing rescue operations, issuing citations, making arrests, taking statements, conducting investigations, completing reports, and attending court proceedings. The position requires maintaining a high level of proficiency with defensive equipment and readiness to handle diverse situations with professionalism. Regular law enforcement training is required to meet the standards of a commissioned officer.
Beyond enforcement and safety, this position contributes to the park¿s operations and visitor experience by assisting with interpretive program coordination, helping staff the park Exhibit Hall, overseeing seasonal staff and volunteers, and supporting the procurement process for park projects. They are responsible for collecting and verifying park revenues, writing clear and concise reports, and maintaining daily, weekly, and monthly logs. Officers also assist in the maintenance and operation of vehicles, power tools, and heavy equipment, as needed.
This role is essential to fostering a safe, enjoyable, and enriching experience for all visitors while preserving the park¿s natural and cultural resources.

As part of their responsibilities, this role involves providing public safety and excellent customer service, including responding to visitor needs and emergencies. This may involve conducting rescue operations, issuing citations, making arrests, taking statements, performing investigations, completing detailed reports, and attending court proceedings as required. In addition to these duties, the position requires completing daily, weekly, and monthly logs and reports to document activities and ensure compliance with park operations and law enforcement duties. Officers must also request and attend ongoing law enforcement training to meet the qualifications of a commissioned officer. The role further involves maintaining the park¿s grounds, roads, trails, facilities, and vehicle fleet to ensure they are clean, safe, and well-kept for staff and visitors, highlighting the diverse and hands-on nature of the position.

Minimum Qualification
High School diploma or equivalency and one (1) year of experience in parks and recreation management, natural resources, biology, environmental sciences, forestry, criminal justice, and/or wildlife management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling one (1) year may substitute for the required experience. Must be certified NM peace officer or obtain Law Enforcement Certification as set forth in Section 29-7-6 NMSA 1978 within one (1) year of hire.
Employment Requirements
The candidate must successfully complete an extensive background investigation and pass the physical fitness, medical, and psychological examinations required by the New Mexico Law Enforcement Academy before enrollment. They must also complete the New Mexico Law Enforcement Academy and obtain Peace Officer Certification, as outlined in Section 29-7-6 NMSA 1978, within one year of hire. Alternatively, candidates may qualify if they are eligible for certification by waiver of previous training under Section 29-1-10 NMSA 1978. As this is a safety-sensitive law enforcement position, the candidate will also be subject to pre-employment, random, and reasonable suspicion drug testing.
This position is a Law Enforcement position and requires the incumbent to be in optimum physical condition. Lifting, bending, standing running, are above average. This position is placed in strenuous situations where physical strength may be necessary to restrain or stop criminal activity. This position works outdoors 70% of the time and is exposed to machinery, adverse weather conditions, and some travel. This position is also administrative. The use of various hand and power tools is required on occasion. Requires working inside and outside, occasionally in adverse weather conditions, extreme cold or heat, for extended periods of time. Due to the nature of park and region work, there is a risk of injury, animal or insect bites, and exposure to infection, dust, allergens, chemicals, and petroleum products. Shift work is required on weekends, holidays and during events held at the park or at another site. Emergency situations may arise requiring extended hours of work or return to work after normal hours. Sitting at a desk or computer workstation is essential.
