The New Mexico National Guard Job ChalleNGe Academy (NMNGJCA) in Albuquerque, NM, is a career technical education program that serves as an optional follow-on program for graduates of the New Mexico National Guard Youth ChalleNGe Academy in Roswell, NM. The goal of the NMNGJCA program is to prepare students aged 17.5 - 20 for living wage jobs while providing a no-cost place for them to live and study in a para-military environment while simultaneously developing life skills. Upon completion of a three-to-six-month career training curriculum, the NMNGJCA advocates for graduates and works to connect them with employment opportunities throughout the state. The newly established NMNGJCA will open for its first-class cycle in Fiscal Year 25.
Why does the job exist?
This position is responsible for establishing and maintaining working relationships with Community Based Organizations that support the New Mexico Job ChalleNGe Academy (NMJCA). They provide professional presentations to community organizations and agencies, to promote the mission of NMJCA. This position is responsible for the recruitment of Job Challenge students, including organizing recruiting activities and events. This position is responsible for the supervision of the New Mexico Job Challenge Outreach Admissions, and Recruitment (OAR) staff. The RPM Coordinator will develop and establish necessary transitional resources for job placement and internship opportunities for Job Challenge students, to ensure proper job placement opportunities in the post Residential Phase of NMJCA.
This position will directly supervise the Counseling Supervisor (Lead Counselor), the Recruiting Supervisor (Lead Recruiter), the Placement Supervisor (Lead Case Manager) and the Education Coordinator. They will be responsible for approving time, conducting performance evaluations, coaching, mentoring and training, ensuring NGB program goals are being met within each area and disciplinary actions.
The position is responsible for program development and oversees the departments responsible for outreach and engagement with military, schools, juvenile programs, courts, youth groups and parents. In addition they are responsible for supervising the in-processing of candidates and gathering of demographics, performance and trends for tracking in the NMJCA data management system. Per NGB guidelines, the position oversees the Case Managers, Recruiters, RPM staff / counselors, the cadet mentor program and the post-residential program. Since the NMJCA contracts out the academic instructors through local education institutions this position.
Position will oversee the programmatic supervisors (Recruitment, Counseling, and Placement) in addition to the Education Coordinator. This will afford concentrated management and support to the teams directly offering services to the students to ensure their success throughout the entire life cycle from application to acclimation to graduation and completion of the one-year mentorship.
How does it get done?
Personnel Support :
- Provide direct supervision of the Recruiting Supervisor, Lead Counselor, and Placement Manager, (new staff being created)
- Provide indirect supervision for the program Assistant Counselors, Recruiters, Case Managers, Mentor Coordinator, Education Coordinator, and Medic.

Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and / or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
