The Nicotine Use Prevention and Control (NUPAC) Program is a program within the New Mexico Department of Health (NMDOH) that serves to provide education, prevention, and cessation services on nicotine and commercial tobacco use. NUPAC is housed within the the Population & Community Health Bureau (PCHB). PCHB advances the health of New Mexicans through a variety of programs and initiatives that address chronic disease prevention and management, oral health, increasing access to healthcare services through provider recruitment and retention and of clinical providers, supporting Community Health Workers / Community Health Representatives and by enhancing the delivery of clinical and behavioral services through School-Based Health Centers. Why does the job exist?

The position seeks to provide programmatic support and coordination with the NUPAC Program Director and to provide effective leadership, vision, and management of the Nicotine Use Prevention and Control Program with the goal of prevention and reducing the impact of nicotine and commercial tobacco use in New Mexico.

How does it get done?

Key responsibilities of this position include supporting Program Director on daily operations on the planning, implementation, and evaluation of nicotine and commercial tobacco prevention and management activities to advance health equity; works in conjunction with Program Director to oversee state and federal budgets; providing effective leadership, mentorship, and human resource management to four (4) FTE direct reports; providing oversight and contract management as necessary. Other responsibilities include overseeing coordination and collaboration with both internal and external partners engaged in nicotine and commercial tobacco prevention and control; and oversight and management of contracts.

All New Mexico residents, stakeholders, state agencies, program contractors and partners, public health professionals, and health care professionals.

Ideal Candidate

1. Bachelor's or Master's degree in Health Education, Community Health, Public Health, or other health-related field of study.

2. Strong understanding and knowledge of public health principles, foundations, and approaches.

3. Excellent verbal and written communicator to a variety of audiences, including writing federal grant applications and reports.

4. Experience in working towards achieving health equity.

5. Excellent interpersonal skills; Proven track record to establish and maintain professional relationships with internal and external stakeholders; team-based oriented mindset.

6. Demonstrated ability to handle increased responsibilities, multi-task, and work under tight deadlines.

7. Three years of leadership experience including direct supervision and managing of employees

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and / or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual / VIdeo Display Terminal (VDT) and extensive computer and phone usage. Some travel will be required.
